All officers and employes of the ssphalt,
ewer and Inspection departments were
laid off and discharged by City Engineer
Rosswater Thursday morning because the
council refused either to confirm a lint
of appointee or to mnctinn temporary
arnptoymant of the present force pending
tBVaarUgartoa of the names submitted.
About fifty men felt the chill edge of tha
axa oa their neck. The engineer declared
the oouooU wns wholly responsible, ai the
law did not permit Mm to retain them at
work vlthout speclflo approval by the leg
islative and executive departments.
Tha asphalt repair forces were pulled off
the Job of resurfacing the Intersection at
ESerenth and Jackson streets, the work
being about half done. This force could
have been retained only a week longer at
th beet, owing to the exhaustion of funds.
Th agpert workmen, got together by the
city after much effort. Immediately an
nounced their Intention of going to work
for paving companies, meaning that the
city has to quit asphalt repairing on any
considerable scale, with money for a full
week's work remaining In the treasury.
The sewer gangs knocked off employment
en number of jobs being done at the
orders of the council. Damage or losses
will be regulated by the rainfall.

The Inspectors employed on paving, side
walk and sewer work were called off snd
the department forced to carry on the
beet supervision possible by means of the
office force.
The council showed no disposition to
crutlnlie the appointments or to hurry the
confirmation of those to which there are no
objection. Councllmen said most of the as
phalt and sewer men named are satisfactory
to the council, but a number of the Inspec
tors are not.
The real reaaon for the fight on the engi
neer In the matter of appointments lies In
the fact that the council wants to clean out
the office force employed and put In other
men. The engineer maintains that he does
not have to submit the names of engineers,
draughtsmen, clerks, bookkeepers and sten
ographers to tho mayor and council for ap
proval and will not do so. The council
takes the opposite view. It has obtained a
weapon to antagonise the engineer In the
ewer, asphalt and lnapection department
appointments, which even the tyro In poll
ties could not fail to see the advantage of.
Hence tho refusal of the council to approve
men agalnat whom It has no objections.
Will nt Have Spoils System.
"I shall not permit this department to be
disrupted and turned over to the spoils sys
tem," says ttm engineer. "It has never
been run so and It will not be now. I have
the right under the law to select my Imme
dlate assistants In my office without the In
terference of mayor or council, and this I
shall do. I asked the council yesterday to
adopt the following resolution, which would
have kept public work going for the pres
ent, but it declined:
That until action shall be taken by the
cuy council on tne appointments submitted
by the city engineer on Tuesday evenlns.
August 7. the employes of the sewer and
asphalt repair departments be continued
upon such work as has been directed and
authorized to be done by the city council,
at the wages heretofore prevailing.
"I am sick and tired of this warfare with
the council, but I do not propose to sun-en
der my rights nor to jeopardise myself or
tny bondsmen by keeping these employes
at work without the. sanction of the mayor
and council. They will remain off until
they are confirmed. I do not wish to be
arbitrary about selecting the men and want
only employes who will be able to do the
work assigned them and are faithful and
honest. Suggestions from the council along
the line of making selection would be wel
come to me."

Two new johblng houses, one of which
has already begun business and the other
to be In operation September 1, have been
added to the list of Omaha's Industries.
The Donovan Cigar company, which has
headquarters at Sioux City and a distrib
uting house at St. Leuls, will establish a
distributing bouse In Omaha and has se
cured for the purpose a room at MM Far
nam street, 110x3 feet. The house will
open September t with a stock of whole
sale cigars and pipes and with a force of
even traveling sslesmen. Charles Donovan
of Sioux City is president of the company.
Omaha will eventually be made the head
quarters of tha concern.
The other acquisition Is the Midland
Manufacturing company, wholesale jewel
ers, which has secured quarters at 310 South
Twelfth street, in the United States Na
tional bank building, and has already put
on the road a force of six travelers, which
tt is expected to increase in the course of
time to fifteen or twenty. The company
, was orgenlxd by R. B. Zachary. formerly
of Colfax, la., but who has lived In Omaha
a year, and is composed mainly of Omahn
men who have acted as traveling salesmen
for various local jobbing houses, among
them E. Q. Patrick, E. R. Benson, E. A.
Thllilpe. A. P. Hanncman, 8. T. Goodrich
and , W. F. Clarkaon. The company will

Victims of recent holdups and others
a ho fear being made victims of holdups
are considering the organization of a re
volver club at the Field club. A. H. Bew
sher. P. E. Pearce and Tom Godfrey, all
members of the Field club, have been held
up at the point of the revolver and robbed
within the last month while on their way
home from ths club at night.
Their stories have some hit disturbed
the peace of mind of other members of the
club, so much so that men scarcely ever
rsrry more than a dollar or two In their
pockets, and the women usually leave the
rings and other valuables at home a ben
they go to the club.
Many have bought revolvers and now
carry them each night. In the early evening-
thay out to groups ( Uu or
four and practice shooting along the west
end of the golf links. The proposal of one
of the holdup victims is to get these groups
together Into a club, which shall arrange
matches and offer prizes for proficiency.
It Is believed that the robbers, who evi
dently select Field club members as ob
jects of plunder, would then be a little
more careful and attacks would be less
frequent.
