Bee: The suggestion of Mr. Dumont for a
compromise with the Water company on
the' valuation of the water works would be
a step In the right direction ir compromise
were possible. But there is a hlghrr ques
tion. It seems to me. which should be first
answered. As everybody knows, two out
of three of the most eminent engineers in
the United St a tea, whose special duty It
wss, have fixed the valuation at $fi,2fi3.0i.
It Is reasonable to believe that. If a com
promise were now attainable, that It could
not be bought below $6.0n.nno. Do the peo
ple of Omaha want such an Investment,
with Jhe hasards of municipal ownership
added, at any such cost?' Thla, I think.
Is the primary question.
Something like eighteen months ago I
hg.l been Impressed by certain Information
that I had gotten from tha late Captain
Reynolds and from Mr. Stockton Heth
about the cost and valuation of our Omaha
water works. I brought the subjeot to
the attentions of ttha Commercial club In
some remarks in which I strongly urged
that the Howell law should be allowed
to die a natural death, and that Omsha
should Immediately open negotiations for n
re-lease of tha water plant on a fair basis
for water rates. I was told afterward that
It was held that nothing could be done
until the award was made by the ap
praisers on the valuation, the very thing
was anxious to avoid. It was said that
we must wait. We waited. I thought then,
as every man of sense and candor must
now that it Is entirely reasonable to be
lieve that even if compromise were now
possible, which. In my opinion. It Is not.
the valuation could never be brought be
low $5.0no,0no. Captain Reynolds had told
me that the water company had expended
more than $2.oon.ono . at Florence, and an
other of equal responsibility had made It
plain to me that the jlplng of the great
plant alone, otie of the best In the world
the piping being, under ample tests In a
state of perfect preservation and prac
tically as good as new hsd cost $3,tiK),oon.
My earnest plea at the Commercial club
s that ' negotiations should be opened
with the Water company for a re-lease of
the plant before, and not after, the award
should be made. My fear was that the
newspaper engineers were certainly mis
taken In placing the valuation at from
$3,000,000 to $3,600,000 and that It would be
nearly twice those sums. I also feared,
and often said to Governor Boyd, Mr. Wat
tles and other citizens that I was greatly
fearing that the Water company, acting
within Its rights under the law, might
seek to compel the purchase, whether
Omaha wished it or not. This is precisely
what has happened.- I think it was Addison
who said that when a man was worth only
100 nobody, tiad any respect for hla opin
ion, but one worth 15,000, which was a
great fortune In his day, was esteemed to
be full of wlndora. I am. but too apt to
forget that the philosophy of Addison is
ss applicable to these times as It was to
those of Queen Anne. But with something
akin to contempt for It, I asked the Com
mercial club to take a few days' notice of
Its responsibility in the case. The com
panies, and the executive committee were
very courteous in the matter Indeed, as
they always are to me, and kindly filed
my communication In a trunk.
I have had some experience In this town
with wars upon corporations which made,
Its existence" possible, and I am not In
favor of these wars. I therefore will, from
my old place at the feet of those whose
right of control In the larger affairs of
Omaha . nobody questions, beg to sub
mit to them -this motion:
"Get together and appoint a committee
of srjven from your own number, whose
duty it' shall be' td confer with President
Woodbury and the water company for a
re-lease of the water works on fair and
honorable terms."
Omaha did a thing Ilka this once with
the Union Pacific Railroad company and
my distinct recollection is that It resulted
to Its advantage.

Library board will be among the first In
he state to take steps towards asking
tho city to Increase the tax levy, from 2
mills to 1 mills for library support. Not
until the last session of the general as
sembly was this made possible. An amend
ment was passed giving cities of a popula
lion of 6.000 or under the right to Increase
the tax. levy to 8 mills if It should meet
the approval of the city council. There are
sixty-eight libraries in the state of Iowa
which wllL.come in the bounds of this
amendment if they choose to ask for the
Increase. The library board will also take
advantage of an amendment passed al
lowing It to extend' an Invitation to ad
