CHEYENNE, Wyo., April 18. (Special.)
Western Vice President J. M. Wilson and
Secretary George 8. Walker of the Na
tional Wool Growers' association leave
here Sunday for Chicago, Kansas City, St,
Joseph and South Omaha, where they will
Investigate conditions relative to the es
tablishment of Independent commission
house to tell sheep.
The commission houses at the market
centers named have repeatedly refused to
restore the old rate of 110 per car for
elllng sheep, and the shipper now pro
pose to put In their own houses. Already
several offer have been received from
competent aheep salesmen who desire to
manage the houses.
The officers of the National Wool Grow
ers' association will meet with officers of
the American National Live 8tock associa
tion in Denver May 29, when a co-operative
company will bo formed to launch the in
dependent commission house. Circular let.

Independent house and the benefits to bo
derived from some have been ent out from
local headquarters to aheep men and aheep
men'a organisation In all parta of the
country, and It Is expected the desired cap

four commission houses In operation at
South Omaha, Kansaa City, St. Joseph and
Chicago will be over-subscribed.
It in proposed to pro rate the profits of

NEW SYSTEM MEETS APPROVAL
Minister of Foreign Affairs to. Know
Exact Mate of National
PARIS, April (Special Cablegram to
The Bee.) The further details now at hand
with reference to the decree Instituting a
Consell Buperleur de la Defence Natlonale
clearly shows that thl new organization
for Insuring urltyot action under the con
trol of the president of the republic is
bound to obviate at least one of the grave
Inconveniences that have hitherto char
acterized French military policy.
The events of the last two years have
taught a lesson which the report of the
war estimates In the chamber, H. L. Klota,
formulates thus: "Tha Important point Is
that France ahculd have a foreign policy
consistent with her military strength, or,
what Is better, 'les forces mllltares de aa
politique etrangere.' No one who recalls
the forty-eight hours of panic which seized
the Chamber of Deputies at the time of
the fall of M. Dclcasse will fall to grasp
the sense of these words. In pursuance of
the Ideal so clearly expressed by M. Klots,
the new decree gives a place In this con
sell superleur to the minister for foreign
affairs. As the Depoche Colonlale says:
'By taking part In the deliberations of this
body thfe minister for foreign affairs will
know the state of our forces, and he may.

ardour or stimulate that of his colleagues

IRISH TEACHER POOR WAGES
Inveallan tlon Shows Salaries Have
Been Itrsaeea Kara Year hy
DUBLIN, April 2R. (Special Cablegram
to The Bee.) Mr. D. Humphries ha been
devoting considerable time and attention
to a study of the statistics regarding Irish
education. He complains that the wages
of female teachers, a well as male teach
ers, has been reduced each year for a num
ber of years past.
Among other things, he says: "The com
missioners have done all this on the pica
of Improving education by stopping cram
ming and developing the Initiative faculty
In teachers. Just as they are now amalga
mating schools and placing them under
female teachers on the plea of a fatherly
tenderness for boys under 7 years of age
who have no mothers to look out for thetn
for twenty houra out of the twenty-four.
And to hide all this chicanery they have
drawn up a paper scheme by which a male
teacher. It Is said, could under the new
system, by increments, arrive at a salary
of $75 per year. He might reach It the
day before his funeral If he lived to be a
very, very old man. The commissioners
have not only taken away mathematics
as an extra, but they have used the teach
ing of mathematics as an Instrument for
scnool amalgamation. In Instructions re
cently Issued they state that a course of
mathematics is indiBprnslhle In all boys'
schools with two or more teachers. The
real cause of the smallncss of teachers'
alarle In Ireland Is not the want of local
control, but the things that I have out
lined." TIMELY REAL ESTATE TALK
(Continued from First Tage.)
the hoUFcg In which they lived, for the
latter have money with which they can
buy lots and build new houses and tho
former have not. One of the biggest prob
lems of the real estate men at present
Is to get the 100 families from the Webster
street district settled In other places.
A unique situation Is presented by the
snle of salvage houses by the Northwest
ern. That company has opened a tem
porary office at 403 North Fourteenth street
and has placed on sale seventy-seven houses
which it acquired in buying ground for
freight terminals. Such a large number
of cheap houses for sale In one bunch is
seldom seen. The sale Is progressing rap
Idly, about twenty houses having been sold
Friday and Saturday, the first two day
of the operation of the temporary office.
It is expected that most of the balance
will be disposed of In the next two or three
days and that by the end of the week all
will have been sold.
Thomas Brennan reports the transfer to
E. O. McGilton from the National Life
Insurance company of the property at the
southeast corner of Twentieth and Dodge
streets. The consideration was 116,500. The
lot is 66x132 and on it is a frame building
and a row of three brick flats, two stories
and .basement. Mr. McGilton expects to
remove the frame building a year from
next summer and build In It stead a row
of flats similar to the flats on tha other
half of the lot.
The J. P. Jackson Real Estate company
reports the following sales: To W. S.
