LONDON, April 21. (Special Cablegram
to The Bee.) The role by which the per
secuted turns persecutor is Illustrated In
remarkable fashion by Finland. The
manner In which the clvillged world gave
unstinted -sympathy to the Finns In their
struggle with overflowing forces of Rus
sian despotism might have led one to be
lieve that this Interesting lit tie people
would show a certain fairness to the Jews
among them.
There are about 1,000 Jews all told in
Finland, and it Is enough to say that their
position Is legally worse than in Russia
Itself. Although there was alwayg a large
measure of self-government In Finland,
there haa never been any protest against
the barbarous treatment to which the Jews
are subjected there. They are at best al
lowed to live In the towns of Helslngfors,
Abo and Vlborg; newcomers can only set
tle by permission of the governor general,
which has to be renewed every six months.
Any Jew caught without such permission
is transported back to Russia In chains,
and anyone slaying three kilometres out
of the area is expelled from the country.
They are restricted for a livelihood to sell
ing old clothes, watches, cigarettes, eto.
Jews who marry have to leave the coun
try, and those who go out of it may not
return. Howonder, a deputy, once de
clared that a Jew in Finland la worse than
a criminal In Siberia."
HUNTING FOR YOUNG BARD
Violinist Who Disappeared from
Brussels Una Not Been Found
by Family.
BRUSSELS. April 21. (Special Cable
gram to The Bee.) Another attempt is to
be made to solve the mystery of the dis
appearance some months ago of a young
American violinist from San Francisco
named Mr. A. Bard. Mr. Bard disappeared
while staying In a boarding house here
and the United States government has tele
graphed orders to renew the search, which
had been practically abandoned. The case
has been complicated by a remarkable coin
cidence. Another American also named
Bard, whose Initial Is "C," left Brussels
at the same time as the missing man. A
remarkable resemblance rxlbts between
the two men and the clue to Mr. A. Bard
was lost In following up Mr. C. Pard un
til the latter ws traced to America and
there found with his own family. The
vlolinlrt was about to leave his boarding
house for a Journey, nrrylng with him a
considerable sum of money. It is a curious
fact that the owner of the boarding house
begged him to postpone the voyage for
another week.
The lost man Is the son of wealthy Amer
