Charles Tuttle, arrested In Bt. Joseph,
Mo., last Wednesday evening, I not un
known In Council Bluffs, and In fact he
mad thla city his headquarter for sev
eral week quit recently. Several well
known buslnes men of thla city Invested,
but not over heavily, In the enterprise
Tuttle was exploiting.
Tuttle' arret wa brought about by
Mrs. Florence McVey Wlmmer, ald to be a
wealthy widow of New York City. Mrs.
Wlmmer also Is not unknown In Council
Bluffs, as In her search for Tuttle he
visited here about a month ago nd a late
aa last Sunday she wa In the city In con
sultation with County Attorney Hes and
Sheriff Canning. From here she went to St.
Joseph, where after a aearch lasting over
six week ahe discovered Tuttle and caused
his nrrest.
Mr. Wlmmer, who Is a woman of strik
ing appearance, cultured and evidently
wealthy, la said to have furnished most of
the capital for the enterprises which Tuttle
wa exploiting while In this city. In her
search for Tuttle Mrs. Wlmmer Is snid to
hsve traveled from Chicago to San Fran
cisco and bark.
According to a statement made by Mr.'
Wlmmer" he furnished practically all of
the capital for a company Incorporated for
11.000,10) In South Dakota to exploit the
manufacture of a certain brand of plaster
made from deposits on property owned by
her in that atato. She allege that Tuttle
disposed of the stock and hy other mean
defrauded her out df a large sum of money.
Tuttle succeeded while . here in Interesting
a number of buslnea men In the enterprise
and disponed of unite a Mock of shares of
the face value of tloo. but the Investor had
only paid on the shares W a share when
Tuttle suddenly disappeared Tuttle made
quite a nourlxh and talked considerably
about renting a Inrga warehouse on South
Main street In the agricultural Implement
dlstrlot as a distributing

It Is not known If there nix any grounds (

unlikely that there wruld be any prosecu
tion here. The names of the Council Bluffs

were not made public by Mr. Hess.

Farmer In Crescent township who will be
affected by the construction of the Pigeon
creek drainage ditch. , It la said, are now
anxious to have the route of the ditch
changed and will present the matter at the
meeting of the county supervisors In April.
The Pigeon creek drainage district wa es
tablished about the same time a the Harrison-Pottawattamie
county drainage dis
trict and the contract for the construction
of the ditch wa awarded to E. A. Wlok
linnl. Owing to the drainage taw being de
clared Invalid, no work wa done on the
ditch.
Bonds to the amount of liOOO Were sold
and the proceeds used for preliminary ex
penses. There are some outstanding liabili
ties which have to be settled and the peti
tioner s re now anxious to have the ditch
constructed, but by a different route. It 1
now proposed to have the ditch on the east
side instead of the west side of the track
of the Northwestern railroad and If this
plan waa adopted the ditch could be used
to drain Honey creek.
The route of the proposed ditch has al
ready been surveyed and other preliminary
work done, and It I not certain that the
route can now lie ohanged unless 'a new
district be established and the expense In
curred on the original survey, etc., paid.
E. Miller, one of the large landholder In
the township, was In consultation with Su
pervisor Baker Testerday, but the latter
declined to express any opinion until the
matter should come before the entire board
at ita April session.

DES MOINES, March 17. (Special.) By a
vote of M to 0 th annate today passed the
Dunham bill for a uniform nccountlng sys
tem In all cities of the state and for tha
examination and auditing of the accounts
of all cities by examiner from, the office
of the slate auditor. The bill I one en
dorsed and introduced at the request Of
the Iowa League of Municipalities. In argu
ing for the hill today, Senator Dunham said
that an examination of the books of the
city of Des Moine revealed that the ac
count had not been examined and audited
for nine year and the examining commit
tee was unable o balance the book within
300.COa He assorted that In not more than
one out of fifteen of all the cities and towns
of the state could n person without day
of labor find out the total amount of in
debtedness of the city or town. Tho bill
provide that the state auditor shall call
together a committee of five accounting
official of the cities of the tiTte. and with
their advice and assistance shall formulate
a uniform system of accounting and all
cities of the stat shall thereafter us the
system. Regular Inspection and other pro
vision are made for enforcing the law.
Sew Primary Bill.
Senator Croseley today surprised the Cum
min people by Introducing another primary
bill. It is vastly different from his first
bill, which was killed In the senate by a
vote of 9 to 21. The new bill provides for
the primary selection of all candidates in
townships, county and district offices, In
cluding congressmen and Judges of the dis
trict court, but for the convention selec
tion by delegate selected at the primary of
all state officer. The bill provide for ma
jority selection of all candidates except
township officers, who shall b selected by
plurality vote. The data of the primary Is
named as the first Tuesday In June, and
the convention are to be held not later
than the second Hat unlay following. ' The
party preference provisions ar much the
same as In his first bill. The Cummins
people In the house are pushing the Flenui
ken bill, with the expectation that It will
puss and It Is expected that the Cummin
people In the senate will desert Crossley on
his new bill because It docs not provide for
the choice ot stale officer.

Ther was Introduced In the house today
a bill prepared by Attorney General Mullan
and Captain W. S. Hart, which would per
mit the Incorporation In Iowa of trust
companies,, having for their sole purpo
acting a trustees, guardians, executors,
etc., and also to authorise banks organised
under state law to act In this capacity.
Iowa has never had any law to this effect
and It has been strongly urged by various
state officials.
