Before continuing consideration of the urgent deficiency bill, which was the order of the day in the house, a bill was passed providing for the holding of a federal court at Grand Island, Neb. Two-Dollar SJlrer Coins. Representative Maynard (Va.) today in troduced a bill authorizing the government to participate in the Jamestown Ter-Cen-tennlal celebration at Hampton Koads In 1907 and providing an appropriation of $1,340,000 for buildings and exhibits. The bill also provides fur the coinage by the government of 1.000,000 $2 silver pieces, the exposition to pay for the bullion used. By this means the exposition hopes to realize a profit of about $800,000 on the difference between the cost of the silver and the cir culating value of the coins. Representative' Maynard believes there will be a great demand for $2 silver pieces, especially coined for the exposition and rep resenting scenes typical of Jamestown, as the coin will be of such unusual size that It will be prized as a souvenir. The senate committee on irrigation today referred to a subcommittee a bill pro viding for the withdrawing from public entry of lands needed for townslte pur poses In connection with irrigation proj ects. The role of the constitutional democrutlc party In the national assembly, according to a resolu tion adopted at the convention which opened here January Is. will be to obstruct all ordinary legislation. However, in case the attempt at the first session to convert the assembly into a full fledged constituent body is unsuccessful, the members of the constitutional democratic psrty will en deavor to secure the passage of an elec tion law providing for general, direct and equal suffrage and statutes guaranteeing liberty of speech, assembly, press and religion and measures for the pacification of the country. A resolution providing for the participation of the constitutional democratic party in the elections to the na tional 'assembly was passed with only two dissenting votes. thus nullifying ( the chances of a split, which the extremists hoped- to effect on this question. At the suggestion of M. Budltcheff the convention declined to bind the party's representatives In' the national asuemhly to any specific measures regarding the .- solution of the agrarian question. ELIZABETH POL, Transcaucasia, Jan. 2o.A courier arrived here today from Agdam with dispatches describing the re peated attempts of the authorities to get a convoy of provisions to the starving and beleaguered Mohammedans of Shusha, Transcaucasia. The convoy set out three times with a strong escort of troops, Mo hammedan volunteers and auxiliaries, but was intercepted by the Armenians holding the mountain passes. The whole district around Agdam Is harried by Armenians and others, who are perpetrating horrible atrocities, not giving any quarters to the wounded or to women or children. The Mohammedans are greatly enraged at the attack made on the celebrated shrine of Karapirim. After a savage conflict the Armenian attackers broke snd fled, leaving fifty desd or wounded.
