The advocates of Intercollegiate foot ball won a victory at tha conference of thirteen colleges and uni versities In this city today, when an 'amended resolution declaring; that the gams should not be abolished, but should be reformed, was carried by a vote of IS to I. Chancellor McCracken of New York university had first Introduced a resolu tion declaring- that the sport should be done away with, bu aa amendment was promptly offered by lieutenant Colonel Robert Howse of West Point, and the amendment was carried. West Point and New Tork university, was appointed to draw up a plan of reform and later submitted three different propositions, which the confer ence finally merged Into the following, adapted by a large majority: Resolved, That this conference favors the appointment of a rules committee to Sovern foot ball, to be appointed bv these Institutions annually and to be responsible i to the appointing bodies. Resolved. That an Invitation be sent to the colleges and universities that are active in foot ball to appoint annually, i tieleffstes, one from each Institution, who shall elect each year a committee or eleven members to formulate rulea for the govern ment of the game. Resolved, That no one shall be eilglhle as a delegate to tha conference who hna received compensation by reason of his connection with athletics, whether as a player, coach, umpire, referee, director, committeeman or In any other capacity except a member of a faculty of a col lege and regularly enrolled in the cata logue. The delegates to the conference are In vited to meet in this city December 28. It was ordered that the rules committee be directed to make changes aa to lessen the danger to, player and to make It castor to ascertain, and detect foul plays. The National Base Ball commission today refused the request of M. J. Kelly to set aside his aale by the St. Paul club to the St. Louis club of the American lengue. It waa said by Kelly that he was not subject to reserva tion because of his contract with the St. Paul club being verbal only.
