In the Philippines of staff officers has Its
Immediate embarrassments, whatever ad
vantages It will have later. This Is espe
cially so In the army medical department,
the officers of which corps now on duty In
the Islands will have to be brought hack
earlier than was expected. This applies to
the Junior officer of the department who
were detailed for duty In the Philippines In
1903, with the expectation thftt they would
remain on duty there until there were avail
able for duty In the Islands other junior
officers who will have graduated from the
army medical school next year. Now,
these officers must he brought home before
the graduates are avallnhle for duty, and
their places must be taken by other medi
cal officers who are attached to various
stations In thla country. Of course, this is
a simple matter of adjustment and can be
easily controlled, so long as It Is known
Just when the officers are to be recalled.
This Is a provision, of course, which can he
easily made. The embarrassment la only
a temporary one and 1 fully offset by the
advantages gained by the reduction in the
period of duty.
There Is a revival of th story that the
headquarters of the northern military di
vision will be transferred from St. Louis
to Chicago, and the local papers of the
latter city are holding a mild celebration
over Ihe change, which Is described as being
of great bereflt commercially to lhat place.
There is no Intention of making the trans
fer, and Is not likely to be so long a Lieu
