The clamor for new hydrants In parts of the city newly built up ha always been strong and early In 1904 the council, after consulting with the city attorney, began to order new hydranta at various location. The attorney ruled that this could be don by the city, allowing the water company to take chances In collecting rentals for th new hydrants pending the purchase of th water work. Up to date tho council has ordered 126 new hydranta, of which forty- seven have been placed In position and put In use. Mayor Moore and Acting Mayor Zimman steadily have vetoed hydrant ordi nances on the ground that there were no funds to pay for them. The water com pany has not acted with any great hast in locating the hydrant and building new pipe lines to them In the face of th ap praisement proceedings.
