Railroad maps, rulers, penholder and
other useful srtlcles, although bearing the
name and business of the donor, the Board
of Education at It meeting last night de
cided should not be classified as "advertlse
Ing matter." distribution of which Is pro
hibited by the rule of the board In the
schools of this city. The question was
brought before the meeting by Superin
tendent Clifford, who stated tnat a cenam
bank of the city had sent a large number
of rulers for distribution among the pupns.
As the rulers bore the name of the bank
he wanted to know whether they should be
accepted or refused as being advertising
matter. In the same connection Mr. nr
ford also stated that other useful articles
were distributed from time to time and tne
board decided that such articles should not
be classified among the prohibited matter
nnd authorised the superintendent to use
his own Judgment in the premises.
The salnry of Rev. Henry DeLong as
truant officer was increased from K to 110
a week. His monthly report showed that
he had attended to a number of cases, cit
ing some of the delinquents before the dis
trict court, while others had started to at
tend school and were maintaining a regular
attendance.
The question of paying the volunteer
teachers half the minimum salary, which
would be 3S a month, was brought up and
discussed and referred to the committee on
teachers and finance for their report and
recommendation.
In the case of Miss Hardin, principal of
the Bloomer school, who has been seriously
sick with typhoid fever, It was decided to
make an exception In her favor and only
deduct $2 a day from her salary Instead or
cutting It off entirely. The rules provide
after two weeks' absence a teacher's salary
shall be cut off until such time as she re
turns to work. During Miss Hardin's ab
sence it was decided Miss Sims, who fill
her place, should receive 185 a month and
Miss Field, who takes Miss Sims' place, $70.
Miss Stella Vincent and Miss Woodward
were elected teachers to fill vacancies In
the Washington Avenue school nnd their
salaries were fixed at $A0 a month each
The resignation of Miss Kettle Grass of the
Washington avenue faculty was accepted.
Owing to the absence of Members Cooper,

Clothes Found In Park.
Did some stranger utilize Bayllss park In
which to change his clothes during the
darkness of Monday night, or was the
satchel containing a complete change of
clothing left there through forgetfulness
by Its owner, Is a question which the police
are now trying to solve. Early yesterday
morning a telescope grip containing a com
plete change of clothing, even to a large,
black, slouch hat, was found back of one
of the large trees In the park, and the way
in which the snow was trampled down in
the Immediate vicinity seemed to Indicate
that the owner had spent some time there.
The grip contained a complete outfit of
clothing, even down to the underwear and
shoes, and they looked as if they had been
thrown Into the valise In a hurried and
promiscuous manner. There was nothing
to lead to the Identity of the owner, except
a receipted bill of the Missoula Mercantile
company of Kalispell, Mont., made out In
the nam of C. C. Conger for $2.-90. The
grip and contents are being held at police
headquarters for the owner to call for
them.

DE8 MOINES, Ia.. Dec. 20. (Special)
Political interest has stirred up here to
day by announcement of the first positive
candidacy for governor of Iowa and of the
plans of the Iowa delegation in congress
with regard to the presidency next time.
Minister Edwin H. Conger of Dea Moines
Is to return from China, spend a short time
In Mexico, then return to Iowa to become
a candidate for governor.
Leslie M. Shaw Is to remain In the cabi
net until the time for the presidential cam
paign to open and is then to return to the
state and secure the support of Iowa as a
candidate for the republican nomination
for the presidency In 1908. ,
This program was announced today by
Congressman J. A. T. Hull, fresh from
Washington, who Is here to consult po
litical friends In regard to the future.
"There is no doubt in my mind that
Secretary Shaw Is determined to be a can
didate to' succeed President Roosevelt,
Captain Hull said. "He Is making his
plans well In advance. There Is nothing to
the talk that he wll not serve In the cabt
net after Roosevelt's Inauguration. Sec re
tary Shaw undoubtedly will be urged by
the president to retain the treasury port
folio, and he will, in my opinion, undoubt
edly accept the Invitation. He probably
will not serve longer than a year or two.
however. When he does retire, it will be
for the purpose of becoming an active can
didate for the presidency.
"Secretary Shaw Is a strong campaigner.
And not only that, he Is a real statesman.
I should call him that, rather than a po
litician. When he went down to Wash
ington to take charge of the treasury de
partment, there was a great cry among
some of the eastern fellows. They thought
It was ridiculous for a western man to try
to run the treasury of the United States.
But they are all for lilm now. He Is re
garded by many as the best secretary of the
treasury we have had In forty years. I
myself so regard him.
'There Is no doubt in my mind," Cap
tain Hull said, reverting to Iowa politics.
'but that Minister Conger will coma home
soon from his new post In Mexico In time
to be a candidate for the nomination for
governor. It is not generally believed In
Washington that Conger Is to remain long
In Mexico, though his salary la Increased
there from $12,000, In China, to about $17,600.
Conger has long had a worthy ambition to
be governor, and I am confident that he ex
pects to make the race this time."
