ical movements In England during the last
two or three decades, It Is certain, says
Henry Leach In Chambers' Journal, that
some of the most interesting chapters
would be those which would contain the
thousand revelations of the manner In
which the political strings had been pulled
and twlnted by a handful of eminent
women. This is not the golden era of the
great political woman. If any Is worthy of
such a description It Is surely that In which
Geoigiatia, the beautiful and gifted wife of
the fifth duke o-: Devonshire reigned as the
queen of politics for a number of years,
dating almo.t from the time of her mar
rlnge, which took place when she was but
17 years of age.
Her'enthuRlnsm for the whlgs was raised
to such a pitch that during the Westmins
ter election of 17S4 she actually canvassed
for Fox through all the most squalid parts
of Long Acre, exchanging kisses for prom
ises of votes.
The duchess of Gordon was her rival In
everything, and her political salon was the
center of the tory party of those dnys.
She who relpns nt Devonshire house
today Is by common consent the most for
midable weapon with which any pnrty can
arm Itself In thse times.
As duchess of Manchester she becamo
rnpslonalely enamored of politics. Rising
young statesmen of both parties would In
these days gather around her. She listened
sympathetically to each and gave ndvlce
which as far as possible was not affected
by the facts which In this way had come to
her knowledge from the other side. Every
secret wrs at nil times safe with her, and
so It came to pass that when harassed
with the trend of things at Westminster
young statesmen and others who were not
quite so young fell Into the habit of con
fessing at her shrine their troubles nnd dif
ficulties, and receiving such consolation as
made them feel better.

The marquis jt Hartlngton was one of
the most devoted of these seekers after
the light that waa afforded by the duchess.
At that time he v as a liberal; but Disraeli
was nn 'Interested spectator of these little
goings on. The duchess' hold over the
marquis Increased; and everybody knew
that her Influence made for tory'sm. "De
pond upon It," Bald Disraeli, "she will turn
him round," and at the first great cr!sls
that occurred In the liberal ranks af er
the duchess had completely secured the
marquis under her sway, he went over
to the other side of the House of Com
mons. Lady Larusdowne does not pretend to con
duct a political salon in quite the same
thorough fashion as it is conducted at
Devonshire house. In the exciting political
times which obtain at present, when once
more there is a recasting of parties, the
influence of Devonshire honse is a factor
not to be overlooked, and it has not been.
The duchess of Devonshire and her lady
ship are not at all rivals, because their
political idiosyncrasies are altogother dif
ferent. The one Is an argumentative and
strenuous politician who wants to dis
cuss "movements" and Influence them; the
other Is to regarded more as the
apotheats of social brilliance in the high
ministerial world.
There are two other great political wo
men who must be mentioned now, although
in characteristics and in political actions
they wholly differ from the stars whom
we have been discussing. They are Miss
Balfour and Mrs. Chamberlain, not only
the sister and the wife respectively of the
statesmen whose names they, bear, but
each the political fidus Achates of the man
In whose progress and success she Is enn -
tlrely concerned.

woman are conspicuous In her. As every

the story of their" meeting and engage
ment Is to the effect that when Mr. Chain
berlaln was In the I'nlted 8tates In 18SS he
called on a won.an friend who happened
that day to be giving, unknown to him, a
party for girls only. Mr. Chamberlain
apologised for hla Intrusion, but his friend
Insisted on his entering, and being the only
man present. He did so, and one of his
next neighbors at table, whom he then met
for the first time In Ms life, was the
woman who Is now Mrs. Chamberlain.

liberal salon, and the absence of It reacts
upon the Interest of the party to an extent
that those who have its Interests at heart
keenly depiore.
The names of several great liberal women
all In their early youth are recalled. Tuke,
now, Mrs. Asqulth, who, in the case of a
considerable liberal revival, would as
suredly be called upon to assume a large
share In the party entertaining. She Is
Margaret, the brilliant daiiKhter of Sir
Chhrles Tennant. and her Interest In party
politics has always been keen. Lord Rose
bery Is one of her slncerest admirers, and
her future ralon will certainly be one of the
headquarters of Roseberydoni.
More Stars Are Hialng,
But In this connection the circumstance
attending the position of Lady Crewe, lrd
Rosebery's own daughter, have to be
taken Into consideration, and many ot the
shrewdest Judges and wisest counsellors of
the party hold that everything points to
her being the chief liberal hosteaa of the
future.
A third lady, who will assuredly be one
of the brightest stars of the liberal firma
ment when the clouda roll away and they
appear In full view again. Is Mrs. Herbert
Gladstone, the young wife of the chief
whip of the party, who is credited with n,
hot enthusiusm for politics which only
needs an opportunity In order to create
distinction of the first order.
Mrs. Gladstone, being the daughter of
Sir Richard Paget, was born and bred In
a west country school which Is to be ac
counted as among the torlest of the torys
and how Indeed this energetic young
scion of liberalism of the most pronounced
description ever worked his way to thaj
degree of intimacy with It whlon he ulti
mately achieved Is a mystery to the friends
ot both, Just as it Is to be regarded as a
token of his skill In diplomacy and a happy
omen for the future.
Many ladles remain on whose behalf
there will bo partisans to claim high politi
cal distinction, but from among them it 1
only necessary for present purposes to se
lect one who upon every count has an In
dubitable right of admlsalon to the list.
This Is the coun'eas of Warwick. Ona
hardly knows now whether to cay that she
Is for Liberalism or not. But she is sure
ly not against It, despite the fact that her
