telegram to the Globe-Democrat say that
peclal agent of the Department of Labor
and Commerce will atart west to make an
Investigation of the conditions surrounding
the great cattle market. The first visit of
special agsnt will be to 8t Louis, a he
will reach there Saturday next; then will
go to St. Joseph and Kansas City and then
to point In Tsxa and the southwest from
which cattle are ahlpped and muoh of the
btjylng for the large slaughtering or pack
lag house I don. Returning, he will
pend several weeks working In Omaba,
Chicago and ether packing centers.
To Investigation will be the first formal
tap en the part of the department In mak
ing a comprehensive study of the alleged
"Beef trust" and It operation In the west
gad middle west, and the effect It ha bad
pm the Trice of dressed beet, and on the
hsof. in all market of the country. The
Investigation will be conducted under the
'general supervision of Mr. Cortelyou, sec
retary of the Department of Commerce and
Labor, and of Mr. Garfield, head of the
bureau of corporations of that department.

ing Interstate commerce. The report
when made "according to law" will be
made to the president of the United State.
They will r.ot be given publicity except In
the discretion of the president. Every ef
fort will be made to conduct the Investiga
tion a quietly as possible and at the same
time there will be no "gum shoe" or
"hawkahaw" performances. The agent of
'he department expect to visit leading In
dependent cattle men In the cities named.
They will go to the offices of the big c&ttle
and beef companies and quietly ask that
they be given access to the books and rec
ords of the companies. Compliance with
this request will be mandatory, a the law
creating the Department of Labor and
Commerce vested authority to make such
examinations In the department. Expert
accountant and learned economists will as
sist the department agent In acquiring all
that la desired.

ports thus collected will depend upon both
the president and the congrets. Under the
law the president can. If he consider It

confidence. If be believe a law has been
violated he can turn over the report to

fender. If he indicates to Interested mem
ber of the congress that public good and
Interest will not be prejudiced by the pijb
llcatlon of the report, a resolution will be
Introduced calling on the president to
transmit the report to the congress. It
will then remain with the congress to de
cide what legislation may be necessary to
mast the conditions shown to exist.
One of the ressons why the government
offlclala are trying to keep the proposed In
vestigation as quiet as possible 1 because
of the fear that the step to . taken will
be misunderstood. When the tiros come
there will be absolute franknesa, and It
Will be chown that th agent of the De
partment of Labor are not wild-eyed "trait
busters." but are accountants and econo
mists and expert Investigator, bent on es
tablishing fact for tbs purpose of making
an Intelligent report.
Th movement of th department agent
will be watched with keener interest be
cause of th test which may be forced If
the power te placed In the department by
the new law. It is considered highly pos
sible fnat when the agents of the depart
ment make application at the offices of th
alleged "btef trusts" for permission to go
over the private books and accounts of ths
trusts a sharp issue will be raked. It Is
the Intention of the government to put the
law to the test. This may cause a delay.

but at many points the weather is not yet
normal, and on the whole the season's trade
thus far compares unfavorably with last
year' volume. Manufacturing returns con
tinue conflicting, iron and steel plants gain
ing ground, foot wear exhibiting the nat
ural reaction from an unprecedented pro
duction In Jtog. while textile mills hsve
much Idle machinery and little forwaid
business to encourage operation.
Lumber and bullulng material are In
better demand, although floods at the west
and labor troubles at the east retsrded
structural work to some extent. At Haiti
more the general situation I satlafactory
deapite the fact that rebuilding of the
devastated district is hampered by efforts
to secure legislative enactment regarding
the arrangement of street.
Leather la dull and is neglected with no
table ease In belting butta, while the re
cent activity In harness leather ha sub
sided. ,
Wholesale trade In boots and shoes has
expanded and New England shops are re
ceiving urgent calls for quick delivery.
Rotter weather stimulates retail distribu
tion and Inspires confidence In the future.
Manufacturers are extremely conservative,
however, despite larger orders, for the la
bor outlook la by no means settled. Seller
of cotton hsve counted on a liberal sup
plementary business owing to small Initial
purchases, but thus far buyers have been
able to confine operations within narrow
limits Insofsr as any change la per
ceptible In the market the tone la slightly
weaker and little forward business Is re
ported. Trade In woolens continues dull.
Commerclsl failures this wek In the

ures in Canada number sixteen, sgalnst

road and flood, the latter In the Ohio and

north, east and west. There are some re

best season's trade on record, the railway

While nearly all signs point to a smaller

of the real trade situation.
