K s.& NEW YORK STOCKS AND BONDS Call Mis AdfaBcd ta CtTea Far Cent, Shawing End of Tear Condition. UNION PACIFIC HAS A BRIE( BOOM Day's Changes Skew Some Fair Galaa, hat the Close Is Set at Highest Prices for Day. NEW YORK. Dec. 3 -The rise In call money rates to a 7 per cent maximum to day marked the unmistakable effect of the preparation for the annual settlement and made Itself felt In the stock speculation. .u ,rt WM made to retrieve the action in tne late dealings by aome very vigorous advances In United States steel stocks and la Southern and Union Paclrtc. but the gen eral list did not respond readily to this treatment snd prices tell back again, mak ",4LUle. c,?in weak and active. Ihe days changes show some fair gains in the active list and some striking gain In the Inactive specialty list, but the highest prices of the day were not held In any case and the gains were wiped out In con spicuous stocks. The flurry In the money market had more JivT.1 """Pending the buying and the biddlng-up process than In inducing any extensive liquidation. The feverish and ex cited tone of the cotton market probably reflected a process of clearing up for the year end settlements. It has scarcely been expected that the year would be turned with no perceptible pinch In the money market, especially since the revela tion of the heavy loan expansion last week. The fact that requirements for January disbursements call certainly for $30 0iVuO and up, to an estimated maximum of $la0. Oun.OW. point to the inevltableness of a tem porary pinch while this huge sum is chang ing bands. It wss well understood that while the sums accumulated In preparation for these needs were lying on deposit and Idle they would cot be put out on call until they were wanted by the clear pros pect that loans would be called In very large volume about January 1. but the mar ket has advanced In face of these sureties In the conviction that the demand for money would certainly be brief and that the resources In hand would quickly re turn to the channels of the money market. The action of prices today brought aome reconsideration to the speculative mind, as Is invariably the case with a reversal of the market movement with regard to news de velopments. Some renewed scepticism as serted Itself as to the character of some of the recent price movements. The "window dressing'' purposes for which the higher prices are designed to serve tn balance sheets snd the suspicion that great banking Interests might be stim ulating the market tn preparation for some new offerings of bonds appealed with fresh force when difficulty In holding prices was detected. The new bond offerings for the week are accompanied by rumors of other offerings to come after January 1. The rumors were revived of a Rock Island refunding, West Inghouse Electric relapsed suddenly cn the announcement of note Issues to the extent of $f.0n0.fm0 to provide partly for a railroad purchase, and the deposit of Chicago oV Alton preferred stock with authority to sell offered another prospect of new secur ity Issue. The New York Central requlre menta for terminal changes comes up easily for consideration la such a condition of sentiment. The movement of gold hither Is Still un interrupted, a small engagement having been effected In London today. -while San Francisco remitted to New York over $1. unoi of gold received from Asia. Bonds were active. Total sales par value, $2.'.0H0. t'nlted States old 4a coupon ad vanced c and the new 4s registered de clined H per cent on call. The market at the beginning was generally steady, but there did not seem to be quite the snap that characterised the trade yesterday, and the close was rather slow and weak. The better grades of beef steers sold earlv without much trouble at about steady prices, at high as $4.90 being paid. All the buvers seemed to be quite anxious for good stuff and. as there was not much of that kind on sale, everything desirable was soon disposed of. The common to medium cat tle, though, did not change hands as readily and In some cases were perhaps a shdde lower, particularly toward the close, when packers were not as anxious aa they were earlier tn the day. The cow market was quite sctlve, par ticularly at the) opening, and In fact a good many salesmen were calling the market stronger. The demand from all the pack ers was quite liberal and the early arrivals were soon dlsopsed of. but some of the late ones did not sell to quite as good ad vantage. The demand was about aa good for the canners and cutters as It was for the better erades. Bulls were no more than steady with yes terday, while real calves were unchanged. There were only a few bunches of stack ers and feeders tn the yards and they changed bands without much difficulty at steady prices unless the quality waa very common. Good stuff was In active demand and fully steady. Representative sales BEEF STEERS. V A rr. Us. At. NEW TORK, Dec. 29 -COTTON-Openlng weak at an advance of 1 point 10 a deciln of 11 points, the cotton market tdav ruled sensationally active, with fluctuation that for rapidity, violence, breadth and Irregu larity have not been witnessed before In the recollections of the trade. Foreign trade at first was steady, but later eaeed off uoder what was described aa American selling, and tho opening prices lor the hrst minutes ruled weak under liquidation, showing at the end of toe first fifteen min utes net losses of 16 to 25 points, follow ing this the total bull leaders started buy ing and prices advanced to about I lie final figure of last night. This was toward the beginning of the second hour and during the balance of the morning fluctuations, while irregular, showed a downward ten denty. Shortly after midday they were at the lowest point of the session, March sell ing around 14.99c; May, 14c. The market had adopted a rather stesdy look around this level, when suddenly there came such a burst of selling as has rarely been seen. In less than no time prices were tumbling. July selling down from 13.66c to 14.5oc In two sales, while March reached 1136c and May 13 4V, these being net declines of a little over c. Almost at once, however, the big bulls started buying, the room ex ecuted a right-about-face and within thirty minutes from the beginning of the decline prices had recovered nearly half a cent of the loss. The market then tamed down somewhat and prices moved Irregularlv. The rlose was steady at a net decline of 41 to 63 points. Sales estimated at 1.5oe,iX) bales. NEW ORLEANS.
