Mr. Buchanan' selection was brought about by a desire on the part of the president to secure temporarily, at leaat, and during the crystallzatlon of the relations between the United States and Panama, the services of a trained and experienced diplomatic representative, having special reference to his knowledge of the Latin-American race. By reason of long service as United State minister ta the Argentine republic, Mr. Buchanan fills that description In the estimation of the State department.
