"How can we persuade the people of
Council niufTn to allow 10.000 telephone sub
scribers In southwestern Iowa to talk with
them," was the subject aranged for discus
sion and possible solution at the annual
meeting of the Western Iowa Independent
Telephone association helil at the (Irani
hotel yesterday. The question, however,
proved more or less of a conundrum to the
members present and If ihoy succeeded In
solving It before the meeting adjourned
they failed to make It public.
Tt has been expected that several of the
promoters of the local Independent tele
phone companies would have been present
at the meeting and given the association
some assistance In solving the problem of
how to get Into Council Bluffs, but Instead
they religiously stayed away and left the
association to combat the quentlon alone.
That tho question was one which the as
sociation did not quite see Its way to solve
was evidenced by the fact that the news
paper men, when they put In an appear
ance, were called upon to give their views
of the local situation, to which Invitation
they responded, and It was soon evident
that tho members of the association had
learned something of which before they
were 'inaware. .
Aa a result of the discussion, which was
mora or less Informal, the association prac
tically decided that It was useless making
any further move to establish an Independ
ent telephone system In Council Bluffs
during the regime of the present city coun
cil, but that It would be best to wait until
the city election next spring, when the
question could be made an Issue In the
campaign.

The sentiment of the meeting appeared
to be tn favor of going direct before the
citizens of Council Bluffs with a proposi
tion for a franchise of an Independent telephone-line
to connect with the Independent
companies now operating In this section of
the state without first asking the leave of
the city council. It was shown that the
law provides that a special election for
such a purpose ran be called by the mayor
without the sanction of the city council,
on a petition signed by the requisite num
ber of voters. This, It Is believed, will
be the course followed next spring when a
franchise for an independent telephone line
In this city . Is sought. During the discus
sion It was stated that this was the manner
In which after two years' fight the Inde
pendent companies had finally secured an
entrance Into Bloux City a few months
ago.
Figures were presented to show that the
bustneas men of Council Bluffs, especially
wholesale firms, were losing buslnea right
along by not having in telephone connec
tion with the rural and Independent lines
now In operation In this section of the
state. According to the figures submitted
by the secretary of the association there
were In the counties adjacent to Council
Bluffs subscribers to Independent 'phone
systems as follows:

organisation the Southwestern Instead of
the Western Iowa Independent Telephone
association, and the officers elected for the
ensuing year were as follows: President,

Resignation.
At the regular weekly meeting of the
executive committee of the Commercial club
yesterday, W. Brooks Reed was appointed
secretsry of the club and will assume his
position December 10. Mr. Reed will prac
tically fill the position of commissioner,
formerly held by W. W. Loomls, and that
of Miss Bartlett, who since the retirement
of Mr. Loomls, has been acting as secre
tary of the club. Mr. Reed, It is believed,
will prove a most valuable acquisition for
the Commercial club.
The committee discussed and decided to
lend Its assistance In securing a franchise
for the Council Bluffs, Tabor Westcvn
Electric railroad, which Is reeking an en
trance Into this city. The committee was
Informed that ffie rallroau would submit
an ordinance granting it a franchise at the
meeting of the city council Monday night.
The committee is issuing Invitations to
the state senators and representatives from
the western part of the state to meet with
the Commercial club on January 4, and be
