George If. Maxwell, secretary of the Na
tional Irrigation association, appeared, be
fore the Commercial club executive com
mittee yesterday at a special meeting
and made Rome suggestions as to the
formation of an active working; agency to
further the cause of reclamation of arid
land.
President A. C. Bmlth of the club, Euclid
Martin, Secretary L'tt and others com
mended the plan of Mr. Maxwell, and it
was arranged that Mr. t'tt go to Lincoln
tomorrow with Mr. Maxwell, who speaks
at ' two meetings there, and on his
return lay the facts before the Irrigation
oommlUee of the 6lub, which reports at
the meeting after next some plan for
action.
. "Before submitting this rough plan, I am
glad to Inform you," said Mr. Maxwell,
"that I have 'Just heard that the Sweet
water dam In Wyoming will not be built.
Not enough land could be found In that
locality to pay for the work or use of the
water. The location has been changed so
that Nebraska land will get a large part of
the North Platte water, and not be de
prived of It, as there was a danger until
this change."
The Proposed Plaa.
Mr. Maxwell's plan of action Is:
L That an active working committee to
be appointed by the Omaha Commercial
oiub as a committee on forestry. Irrigation
and the public lands, to act as a committee
on organisation and legislation, both state
and national.
2. ThU committee to appoint a secretary,
treasurer, Omaha organ Iter and state or
ganiser, their compensation and expenses
of correspondence carried on by the com
mittee to be provided for by a fund sub
scribed by Omaha Arms In lieu of commer
cial memberships, aa In Los Angeles.
3. Omaha organiser to canvass for mem
bers In Omaha and In Immediate vicinity
and also for subscriptions and advertise
ments for the association publications, a
commission on all moneys secured by him
from such sources to go toward his com
Herniation. 4. -State organiser to canvass the entire
State and personally visit every town and
city In the state and organize lu each a
local section of the association; also, to
personally visit every farm In the state to
secure memberships or subscriptions for
publications.
6. Secretary of committee to conduct con
tinuous correspondence with eastern firms
until every eastern firm selling goods In
Omaha Is a member of the association.
. Monthly progress reports at a club
luncheon to be made to which luncheon all
members of tthe National Irrigation asso
ciation shoulu be admitted on payment of
the price for the luncheon.
7. The purpose of this state organization
In Nebraska of the National Irrigation as
sociation to be:
(1 To promots the Influence and strength
of the national Irrigation movement so aa
to secure all funds neoeasary for the Im
mediate construction of the great reser
, voirs and canals to be built to utilise the
flood flow of the North Platte and other
Nebraska rivers and thus rapidly Increase
the population of the state.
(Z) To secure the adoption of a system of
range control under which the unsettled
public lands will be treated as range re
serves and annual grazing permits be
f ranted to graze stock therein, but no pub
ic lands ever be leased.
(8) To secure the adoption of the public
land policy advocated by the National Ir
rigation association, under which the Tim
ber and Stone act, Peeert Land act and
Commutation clause will be repealed; reat
: atumpage sold from public, forests, Instead
of selling the land so aa to preserve the
young timber, and all lands capable of
being utilised for agriculture or reclaimed
by Irrigation reserved for actual settlers
only who will live on U) land Ave years
before they get It.
(4) To promote tree planning and the
planting with forenta by the national gov
ernment of large areas in Nebraska of now
barren land and the encouragement of the
building of small reservoirs by farmers
wherever suitable sites exist and of pump
ing for Irrigation.
f) The encouragement of irrigated agri
culture generally and of a practical train
ing for It In all the publle schools of the
state, and In this connection the establish
ment of experiment stations by the na
tional government, which will be practical
demonstration farms to prove the large
profit resulting from the Intensive cultiva
tion with Irrigation of farms of small area.
(6) To hold an annual Interstate Irrigation
convention each year at Omaha of dele
gates from Nebraska, South Dakota, Wy
oming. Colorado, Kansas, Iowa and other
nearby states. It should be made clear
that the convention should be held each
and every year In Omaha and not to be
changed to other places from year to year.
i Urals Committee Reports.
At the end of the Irrigation discussion
Chairman Merrlam of the grain committee
made a report. This showed the present
business of Omaha to be as follows:
One elevator In Omaha and two In Coun
cil Bluffs with capacities of . 000, 000 bush
els and handling front 15,000,000 to 17,000,000
bushels yearly, mostly from the Uslon Pa
' clfto and mostly In passage. Two flour
mills, capacity of 300,000 bushels a year,
largely sold here; one distillery using 750,000
bushels; one malt house using 100,000 bush'
Is of barley; one small vinegar factory;
fifty firms soiling feed and grain In amount
700,000 annually; twelve firms in the flour
' trade, two exporting, and twenty active
grain and provision houses. This Is In addl-
, tlon to the South Omaha grain trade and
farms the nucleus of the grain market.

makes It unlawful to use the name of a
NATURAL product aa a designation for
an artificial manufactured product.
. The decree was rendered In the case of
one Win. T. Thackeray In Chicago and en
joined him from using the word "Hunyadl"
on his artificial Hunyadl Oeysa water
which he had been manufacturing from
Lake Michigan water doctored with chem
icals In Imitation of the Imported Hungar
ian Natural Mineral water, Hunyadl
Janoa.
This decision should act as a protection to
the publio against unscrupulous Imitators.
