formulated a report for the South Bide
Second Ward Improvement club showing
flagrant extravagance and misuse o( time
In plumbing repairs at the county hospital.
In company with Commissioner O'Keeffe
tie made a critical InBpectlon of the re
pairs and aaya positively that at least 33
working days out of 645 were wasted. He
cliaructerlzea the bill as "outrageous."

to the club:
To the Officers and Members of the South
Blue Herond Ward Improvement Club: As
a raembor of the committee appoinied by
the chair to Investigate the plumbing that
Is being done at the county hotipual, I
have the following to report:
I first went through the records, etc.. In
the county clerk's office and found bills
that had been allowed on this work up to
November 2t, 19u2, amounted to more than
$l,iiUO. I understand that since I saw the
book another estimate of something over
$1.0i has put In an appearance, which
woubl bring the total coet to date to nearly
tS.(MiO. There are bills still outstanding that
will make the grand total for repairs on
the plumbing of this institution about
110,000.
In Progress Two Tears.
I find, according to statements by County
Commissioner O Keeffe. that this repnlr
work had been In progress going on two
years In October, 1102, which woull make
about 500 working days put in, counting out
Runrtave, holidays and one-half days off
on Saturday, which time a plumber Is not
allowed to work according to the rules of
the Plumbers' union.

complications. I took the plumber's word
for three months he claimed to have put

may have had and for tin work which he
claims to have done. I also allowed thlrty-

basement. After allowing extra, time for
supplies on each piece or. worn aone, my
total time, as I figured It, Is 332 days. The
time as charged at present Is about 645
days, ranking a difference of about 213 days
that I annot account for. The plumber
was very careful to call my attention to
everything done, as some of the work
pointed out only amounted to about fifteen
minutes time.
