"The rural free delivery system In Ne
braska Is In an encouraging condition," re
marked Superintendent S. B. Rathbone of
the western division headquarters. "The
lees densely populated route have been ex
tended from the old rule of twenty. five
miles to thirty miles, which gives the
routes tha requisite 100 families. The sys
tem Is becoming prosperous and self-sus
taining, and this is very largely due to the
assistance of the Omaha papers In advertis
ing tha routes for us. Of the 200 cases
referred to this division for relnvestiga
tion, less than 100 have been found short of
tha required number of patrons, but by
the extension of tha route five miles these
have been put on a permanent basis.
"No routes will be discontinued in Ne
braska, rumors to the contrary notwlth
standing. The division headquarters force
and route Inspectors are busily engaged in
rearranging the weaker routes and putting
them on a permanent and substantial basis,
and the patrons of tha routes are doing all
they can to help us."

"I feel that the national Irrigation move
ment has now paxaed through the prelimi
nary period, and that the time has come for
the people of Omaha to do everything to
bring Its benefits Into your own trade ter
ritory." Thus began George It. Maxwell, the
apostle of Irrigation who had come to this
city from Chicago to addreaa the executive
commltttee of the Commercial club on the
work which Is being done by the National
Irrigation association. Mr. Maxwell has
been In this work for almost fifteen years,
first becoming Interested as an attorney In
Irrigation litigation and now being one of
the active members of the association.
"I want to Impress the Immense Import
nee of this movement on every property
owner of .Omaha," he said, "becausi! It
these plans can be carried out, and they tan.
you can more than double your popula
tion In tert year. Los Angeles has doubled
Its population. Why? Because Irrigation
Increased tha trade territory of Los Angelas
and made this possible."
One of the great difficulties, said Mr.
Maxwell, was to arouse the interest of
property holders In the work. They all
acknowledged that If the plan waa carried
out, the good promised would develop. The
trouble was that every one failed to rise
to the great proposition while trying to
push the little schemes. He pointed out
the probable failure of the Sweetwater
reservoir which had been allowed In Wy
oming because there was not enough suit
able land In the district to make It useful.
This, he said, showed the fallacy of seo-
tlonal and divided effort
Explains His Theory.
He explained the work being done by
the government In making a complete sur
vey of the water system of the Colorado
river between southern California and
Arizona, which will be completed before
one section of actual Irrigation Is begun.
This, he said, waa the only way In which
to approach the watershed of the Platte,
which liver would irrigate 2.000,000 acres of
land and in ten years double the popula
tion of Omaha,
'In the case of the Platte, there In an
Interstate problem, and neither state has
the right to take the water of the other.
When the government has planned out tha
entire work for the North Platte, the work
can, be done by small sections, but always
hi 4-egard to the great plan. The com
mercial Interests of Omaha have the Influ
ence, if they '-work, to bring r.bout this
great survey. If Wyoming first takes the
water. It will be lost for Nebraska and
will not benefit Omaha Industries.
"The Heed of a reformation of land laws
Is a great need, so that the frauds now
being perpetrated can be stopped. Under
the desert lands and homestead laws,
4,000,000 acres of land are early taken up by
agents of the grasers and others, the same
being the land which the government Is
to irrigate. In four years i.U the land will
thua be taken up or the national irrigation
movement go up In snooks."

topic dclt with, the speaker showing that
the state ownership of water was an ex
ploded fallacy. The National Irrigation

present committee of the Commercial club
should be an. active club, with permanent

Omaha have a representative delegation to
the national Irrigation congress.
OMAHA LEADS COAST CITIES
Nebraska Metropolis Compared with
Portlaad, Seattle and Tacoina

Captain Frank H. Myers has Just re
turned from an extended visit to the Pacific
coast and northwest and comes back mora
than ever Impressed with the thrift and
beauty of Nebraska, and Omaha In par
ticular. He said Tuesday morning:
"I found Nebraskans everywhere, soma
prosperous and others yearning for a re
turn to the green fields of their stats.
While Portland, Seattle and Tacotna pos
sess every Indication of thrift and enter
prise, with their wharves laden with im
ports and exports, there Is romethlng lack
ing and I do not understand It Take as
an Instance Seattle. ..Almost every month
there comes from Cape Nome or tha
Klondike vessels bringing from $253,000 to
$1,250,000 In gold dust It Is a city of nearly
the population of Omaha, but Its bank
clearings show up very poorly as com
pared with Omaha. Take, for Instance, the
bank clearance statements for the week
of August 29 is a comparison. Omaha's
clearances were $6,368,923; those of Seattle
$3,686,321; Portland, $2,394,959, and Tacoma,
$1,855,582.
"One would naturally think that tha
clearance of the coast cities, with their
commercial advantages and their proximity
to the gold mines of Alaska, and with their
Immense canning and lumbering Industries,
would far outstrip Omaha, but they do not
come anywhere near Omaha.
'I was also at Butt. Mont, and was
surprised to see the devastation wrought
on vegetation there by the copper fume
from the great smelters. There Is not a
green thing living within a considerable
distance, of tha city and only recently tha
smelter eompanlea paid over $736,0C0 dam
ages to stockmen and farmers for the da
tructlon of cattle and crops by the poison
ous fumes."
