The new Servian constitution was gasetted today, together with a decree abolishing the constitution of April 6, 1891, and all ordinances contravening the new constitution. THE HAGUE, June 20. Kallevlcs' statement was made care fully for publication and may be regarded as an official expression of the govern ment's views. The minister said: It Is with deep Indignation that we find In a recent telegram from London an Indi cation that It is intended to make the pres ent government responsible for the de plorable events which occurred on the sanguinary night of June 11 In the royal palace. It Is known that the events of that night were carried out by Servian officers. who had resolved to prevent the probable proclamation of the brother of Queen Draga as the successor to the throne. The fact that a woman was among those who perished In the struggle provoked by the attack of an aide-de-camp upon offi cers Is regrettable the more so as tier death was by no means necessary, even though she had been detested by the whole Servian people from the moment she pre sumed to place the crown upon her un worthy head. The upheaval of June 11 was the work of a large number of officers. The conse. quences of the revolution, however, were sanctioned by the whole army and the whole people. With regard to the members of the pro visional government, who were called upon at a most critical moment to take the reins of government In the absence of all other authority, they only proved their patriotism and personal courage by accepting so deli cate a mission. LOUBET MAY JJ0J .VISIT ROME Attitude of tho Vatican Towards the President is Subject for Diplomacy. PARIS, June 20 The officials her ar not desirous of freely discussing the reports of complications arising from President Lou bet's projected visit to Rome on account of the delicacy of the questions involved. When shown the Vienna reports to the effect that the visit had been given up be cause the pope would not receive the pres ident, It was stated that it had never been officially determined that the president should visit Rome, the early reports being largely a deduction that King Victor Em manuel's visit to Parts would naturally be followed by M. Loubet going to Rome. While this probability continues, no offi cial decision has been reached and no an nouncement has been made as to the time or program for M. Loubet's visit. Slgnor Prlnettl, who was minister for foreign af fairs when the visits wore first discussed, and who Is r jw In this city, had an hour's talk with Foreign Minister Delcasse. He said afterward that If King Victor Em manuel came to Paris, Italy would expect M. Loubet to go to Rome. He added that Italy did not want a rep etition of the difficulties which arose from the fact that Emperor Francis Joseph did not return the lata King Humbert's visit to Vienna. Signer Prlnettl added: It Is to bo distinctly understood henceforth that each time a king of Italy visits the chief of a foreign state at the capital that chief of state will return the vl-.lt at the Italian king's capital, namely, Rome. The latter part of this statement appar ently dismisses the reports that M. Loubet would avoid Vatican complications by vis iting King Victor Emmanuel at a point out side of Rome. Slgnor Plnettl's reference to the emperor of Austria not returning the visit of King Humbert has been fully considered by the officials here during the Informal discussion of the proposed visit of M. Loubet to Rome, as was the similar precedent of the queen of Portugal not visiting Rome because of possible Vatican complications, and It was generally believed that these precedents did not apply to France, as Austria and Portu gal have hereditary sovereigns who main tain the theory of the divine right of kings, the pope being considered the tem poral instrument of this divine right, whereas M. Loubet Is a democratic ruler, chosen by a people who do not hold to the j theory of- the divine right of rulers. Although this has been seriously and officially d'scussed. It has apparently not brought about a solution of the difficulties. The official program of King Victor Em manuel's visit to Paris, given out today, makes no mention of a return visit. The king will stay her from July it to July 18, and ulll be entertained with elaborate fete, a military review, state banquet and a gala performance at the .opera. He will occupy sumptuous spartments. The king will be accompanied by the Italian minister for foielgn affairs, which will give particular significance to the visit. FIGHT DUEL ON THE RANGE Desperate Battle Takes Place Between Two Arizona Catt emen. ONE IS DEAD AND THE OTHER DYING ftoarrel Starts from a Dispute Over Their Respective Graslng Per mits on the Apache In dian Reservation. HOLBROOK, Arts., Jun 20. News has reached here of a desperate battle between cattlemen on the Apache Indian reserva tion, ten miles south o( Holbrook, In which Henry Barret was killed and Prime Cole man was probably fatally wounded. Both are prominent cattlemen and have lived In Apache county for many year. The men became Involved lit a dispute over their respective graslng permit on the reservation, which are only Issued at certain times In the year, and are of con siderable value, only a limited number of cattle being allowed on the reservation. A duel with six-shooter followed, In which Barret received three wound In th abdomen, from which he died within a few minute after the shooting. Coleman was shot through both thighs and was also bruised about th head by blows from Barret's six-shooter. Coleman was still alive at th last re port, but there is little hope for his recovery. Premier Zanardellt being unable to get strengthen ing material from th other parties, as most of the leader voted against the gov ernment, while the best men of the ma jority are already In power. Therefor, after several attempts at re construction, it has been decided that the cabinet will remain as formerly constituted with the exception of Interior Minister Glolltti and Marin Minister Bettol. The Chamber of Deputies will reassem ble June 25, when th government will ask for six months' extension of th existing credits, there being no time to discus or approve the budget before the close of the fiscal year, June 30.
