CHARTER TINKERING RESULT Lack of Official Paper Mar Prevent Board of Equalisation front Actings. The quarterly meeting of the council as A special board ot equalisation, June S, 10 and 11, has brought the question of an official paper, or the lack of It, before the city clerk again, and he la going to ask City Attorney Wright (or a written opinion as to how legal publication can be made of the necessary notices. - As has been re lated before, the last legislature In provid ing for a single official paper Specified that bids be received In June and the publlo printer named In July, but neglected to ar range for an official paper in Omaha during the first six months of the year. Recently City Clerk Elbourn made a disinterested effort to have the council name The Bee and the World-Herald as official papers temporarily as makeshift to cover the omission, but Councilman Haacall killed the resolution. Although there are only four special levies for the equalisation board, yet legal publication and notice Is a necessity on which hinges the validity of the proceedings. The assessments are for two paving districts, a lot of permanent sidewalks and the opening of Howard street from Twentieth to Twenty-second. It may be decided that the work of the board must be postponed until the next meeting owing to the lack of an official paper. In systematizing the general work of the buildings and property committee of the arhnel board has been made by Chairman Stubbendorf, and It promises to save considerable incidental expense. Recently circulars were sent out to all principals asking them to make a list of the necessary repairs and new furniture and fittings required and which will be placed during the vacation time. The principals were urged to give the matter careful attention and the replies received show that the ground has been covered thoroughly. Now Mr. Stubbendorf will make a personal visit to each building and determine whether the judgement of the principal Is correct. From hla revised list the superintendent of buildings will make the repairs and replacements. Heretofore the work has been done In a rather desul tory manner and much ' time of laborers was lost owing to small johs being scat tered and not arranged In the moat con venient order.
