He aald: "From personal Investigation of the charitable and corrective Institutions of tbe United States, It la demonstrated that we are raising a crop of criminals, springing Invariably from the Independent or home less children that have been permitted to run at large In the streets of the slums. From this class over seventy-five per cent of the criminal classes have been recruited during the past ten years. Prior to tbo enactment of the Juvenile court law of Il linois from 600 to 800 boys were sent an nually to the Cook county Jail, and these were under U yeara of age. Since the en actment of that law there have been only twenty boys sent to the same Jail In Chi cago. Special places of detention are pro vided for the boys, wbera they ara taught useful trades and how to become useful cltliens. Only tbe wholly incorrigible boys re sent to tbe atate reformatory. "I must say from my observation of your Omaha police court that It la conducted the moat humanely of any I have ever visited, and I have visited the police courts of nearly every prominent city of the United States." At the time of the strike the company had employed In Us inspection department in Omaha tMity men affected by above de manda. Twenty-five of these men are at work at this date. The union Insists that the company discharge these twenty-five men or compel them to affiliate with the union whether they desire to do so or not. I do not believe that fair-minded men, either union or nonunion, will say that such a course would be right, or sustain the com pany in complying with such arbitrary de manda.
