Omaha has been granted a differential Of 4 cents above Kansaa City on a pro portional through grain rate from here to the Gulf, as waa stated in Tuesday's press dispatches and confirmed by official noti fications sent from bead offices to local railroad men In thte city yeaterday morn ing. This Is considered a concession to Omaha and yet local railroad men and elevator men aay "there is nothing In It." for the ressoo that there la no grain in the ele vators here or at Council Bluffs to speak of and will not be tor a month at least. The rates are to apply from April 4 to May 14 and elevator men aay It will be later than May 14 when the grain will be gin to accumulate. The preaa dispatch aays certain Nebraska lines opposed tbla rate concession and others promoted It. Manifestly the llnea having a monopoly on the grain transporta tion to Chicago for Atlantic export would be against the reduced rates south, but the Burlington. Missouri Pacific, 'Frisco, Wabssh and Rock Island, with southern eltios, would naturally profit by It when there waa grain to bo shipped. The rate on this basis would ba 21 cents for wheat snd flour and 20 centa for corn, being 4 centa tinder the rate from Kansas City to the Gulf. On the face of It this would seem to be a big concession and Just what Omaha haa wanted for aome time. The concetslon la made by the West ern Freight association. But It Is believed the date of expiration of the rates will have to be extended before they can have any practical effect. Ko "Bl MoTemeat" Yet. One of the roada here wired lta head office after receiving the official notification of the rates and a request aa to how many car would be required for "this big move ment," that It did not have one carload of export grain on hand and not a wheel barrow of flour. Inquiry at the various railroad offices and the elevators elicited the fact that all the elevatora are prac tically empty and that there la no Imme diate demand for thla rate. The Merrlam A Holmqulat elevator haa 100,000 bushela of oata belonging to the Mlasourl Pacific, but no export grain. E. P. Peck of the Omaha Elevator com pany, apeaklng of the situation, said; "You might aay we have no grain on hand at all for export trade. And we won't have until the farmers get their spring plowing and sowing done ao they can give aome time and' attention to the selling of their old crop. SO per cent of whloh I fully believe la vet on hand. Of course when this grain begins to sell there Is going to be something of a movement, but there la nothing doing Bow." While none of the local freight men will aay that his road haa been promoting thla scheme It la pretty well understood that the roada with aouthern outleta or facilities of exchanging with other roads, will profit by the deal. The Burlington, with both fa cilities east and south. Is indifferent, hold ing that It cannot yet ba determined whether these concessions will offer any advantage over their facilities for . To the public: After conferences with representatives of our employes that are now refusing to work, and at which all dlfferencea aa to wages, hours of work, etc., were practically settled, we are now ad vised by the business agent of the union that we must employ only members of the union, and under nnlon rulea and restric tions or the union will not permit our em ployes who are members, to return to work. The Nebraska Telephone company haa many persons In its employ who have aerved It well and faithrully from one to twenty yeara, who do not belong to any union. We are asked to discharge these men or compel them to Join an organisa tion against their will. No fair minded man will aay that such a course would be right, nor can It be thought that the public, our patrons, would uphold or austaln the com pany in such an act. The company does not believe that Its present or former employes are dissatis fied nor that the strike was called by a majority of men In lta employ, and believes thst In the good Judgment of by far the greater number of them the company Is absolutely right In its position, that It can make no discrimination for or against either union or nonunion employes, and that In thla the company will be fully sustained by the public. It Is absolutely necessary to the success ful conduct of any business that the owners or managers shall be permitted to employ such persons as they deem most competent to perform the service required, to regulate the number of such employes and direct them In their work. Thla right, the union demands, shall be given up and placed la their hands aa a condition of any men being permitted to work. ' The company must continue to decline to accede to any demanda of thla nature, and not only refuses to discharge, any of lta nonunion men or compel them to join the union or any other organisation, but will contlnuo to give such men and othera who are In our aervlce permanent employment.
