While the names and reputed places of
realdenc of persona who haTe fraudulently
Toted at the last republican primary hare
beea published, thut proving beyond all
ajueittoa that f-aud wa perpetrated, other
clrcuButanUal evidence of that fraud con
firm tha charge. One of the most hotly
contested primaries which were ever held
la this city were la the sena
torial contest of ir00. At that primary a
larger proportion of the total vote was
brought out than had erer been previously
cast. There were conteau in every ward,
and at that primary there were cast S.01S
votes. Irt month there was no contest la
tbe Ninth ward and practically none in tht
Third. In these wards there was a decreets
la the rote last month from tbe primarlea
of 10 of 242 votes, yet In the nine wards
of tbe city there waa a net Increase of 240.
or aa Increase in tbe seven wards of the
city outside of the Third and Ninth of 4KJ
votes, or more than 10 per cent of tbe total
vote cast In the seven wards. This in
crease In the vote over 1900 represents,
practically, the majority by which Mr. Mer
cer apparently carried the city primaries.
That this doea not really represent tbe
actual rote of tbe people who take part la
tba elections ordinarily it shown by tbe
fact that at the latt primary there were
more than 1.000 votes cast upon affidavit!,
a number of which' have been found to be
defective la form, and a considerable num
ber voted by person who are act to be
found at the addresses given by them at
tba time they raat tbeir votes, so that from
this showing It la easy to see where the
votes which nominated the nonresident
coegreaamaa came lrom.
Aa aspect ion of the certificates and affi
davits en file with tbe secretary of the
republican county committee shows that
out of tha total number of votes caat by
affidavit &M voter gave the reason that
they were out ef the city dnrtng be days
ef tbe last registration, ninety-one of them
aid they were sick or had alrkneas la their
families during the daya of the last regit

tion. The remainder were for reason not
recognised by the law, or tbe certificate

reasons cannot be ascertained.
The large number of person who swore
that they were out ef town oa each day
of the last regie tretioa will more than
make up tba majority by which Mr. Mer
cer carried the primaries. Ia a number

these people were not out ef towa all of
the days of the registration, but some of
them were out of the city oa one of the
days, while others say that they do not
kaow whether they were out cf towa. al
though they have swora that they were.
Ia one Instance a man waa found who did
ant know what excuse was placed upoa
bin affidavit.
Ia this connection tbe attention of H. S.
McDonald waa called to tb- affidavit la tbe
case ef C J. Spain, the Eighth ward voter
who voted la the Sixth ward apoa affidavit
algned by McDonald. Mr. 'McDonald said
"If my name ia oa that affidavit I guess I
algned 1U but I have as recollection of the
matter, nor do I recoil-J Mr. Spain that
day. It Is all news to me. and I gueas I had
better look the matter tip.
