There Is nothing dashing, spectacular or
guy about the crowd at the races at Sara
toga, writes Julian Ralph In the New Yorlt
Times. The famous women of the rich rkJ
fashionable set are all plainly and quietly
dressed, and only here and there among the
rows of the unadvertlsed and unnamed tie
seen a few showy frocks and displays of
Jewels. Mr. Gates' method of doing hit bet
ting for himself by going down to the bet
ting shed and placing a thousand here and
there Is not the customary mode with tho
people In the club boxes and the club annex
of the grandstand.
These are seived by a score or more of
commissioners, easily led In Importance by
Mr. Walters, who places the wagers of the
fashionables, and who Is first of all Mr.
Whitney's trusted lieutenant. What ha
does ts what all the rest try to do, each ac
cording to his capacity. What they do is
to prepare a card with the ruling odds
marked against the o ispb, to scratch the
horses that are no; c rnn, and to report
what they gather wj Co In the betting ring
as to the amount and character of the haul
ing that the favorites are getting.
Their wealthy and often well Informed
employers have In the meantime heard from
one another all the gossip from the stables
nd the doings and sayings of the owners
whose horses. are entered. All this gossip
and news Is slowly digested, and the flora -tnissioners
write in their noebookt the wa
gers "that their employers wish to make.
You see the humbler commissioners who
deal with the general public running about
with banknotes stuffed between their fing
ers, but the two or three men who place
the wagers of the millionaires and fashion
ables are too well known to the bookmakers
to need the handling of any oash except at
the end of each day's sport, when they set
tle with their employers and then close ac
counts with the bookies.
A marked feature of the betting here Is
that It Is indulged in by practically sll the
women who attend the races. The commis
sioners write on the same pages of their
notebooks the wagers of a Vanderbllt and
the bets of a Vanderbllt governess, while
others pass from school teacher to lady's
maid and dressmaker to millionaire's
wife, listening respectfully and writing
down the order that these fair specu
lators give.

comes at evening, when they are settling
up and trying to explain what bets and
odds they played and why the sums of
money that they turn over are all that
the fair ones are entitled to. I have seen
four men explaining to a rich woman that
the $18 given to her was all that she had
won, after paying her bets and paying
back money she had borrowed to bet with.
"Why," she exclaimed, "I bet on every
race and I won on two out ot ,elx and on
one race- alone I won twenty."
"Yes," was' the reply, "but you bor
rowed' $13 and have paid It back and the
agent has taken his 10 per cent commis
sion, and you are ahead $18." '
"Well," she replied. "If all you gentle
men say tt Is right, of course It la, hut t
know I won over $30."
And that was a woman who would pay
$50 for a hat or $500 for a gown and think
far less of parting with $1,000 than she
would of winning $50 on a horse race.
Falling; Off In Land Business.
PIERRE, S. D., Sept. 7. (Special.) Th
report of business ot the government land
office at this city for the month of Au
gust shows the smallest number of Slings
of homesteads for any month alncs the be
ginning of the preaent year. The filings
only reach ninety-two for the month, the
first time, since lsst December when lets -
than 100 homesteads were Died for the
month. - One soldier's declaratory was
filed, five homestead proofs and four tim
ber culture proofs were made for the ;
month, while the beginning of ten contests
show a stronger demand for lands. Twenty-five
filings eo homesteads were made
for the first four days of September.
