MtfAnn June 11. Wheat pursued a
Big-sag and erratic course today aa a re
sult of the bullish government crop re
uport. Prices were forced higher and corn,
.aided by wet weather In eoine of the corn
states and by a dint of more muscle by the
rblg bulla, followed after. Slumps came on
the profit-taking, but in the end July
wheat was H?Hc higher, July corn He up
and July oats c higher. Provisions closed
shade to 87ftc lower.
Other speculative markets had to drop
back and give wheat place today. A good
array of bullish Influences was at work.
Cablea were higher, there waa atrenglh on
Ithe renewal of wet weather in the central
and northweatern states, but most Impor
tant was the government crop report. 1 his
'document placed the June condition of win
tar wheat at 76. 1. as compared with May s
,76.4. when even 80 had been expected. The
urprlsc in the report waa the claim that
'the spring wheat area was reduced 2,R11,000
acres from laat year. The spring wheat
condition was high at 96.4, but the sum of
(the report Indicated a total yield for the
!year of about 615,000,000 bushels, as against
yi8.0(K,0(jn bushels last year. This at once
started covering and good buying. North
western receipts were small, and althougn
"there seemed to be little effect on that
acors early, Minneapolis eventually led the
Ibulge with sharp advances. There was an
Increased volume of outside business,
'largely on the buying side. France was
bidding for stuff anf the cable strength
Jrom Liverpool waa largely due to the bul
Aimh WVonfh al t nut ion. Julv wheat opened
MVc to Htfc up at 71V71c and quickly
mounted to llSkc. At this point the fair
Jweather southwest had some effect. Liqui
dation for profits was in order and prices
tumbled DacK to i?c. Liiuinsieiy, now
var the croD renort held a bullish effect.
Buying was kept up for some time after
tha rron and Julv closed Arm fa'ic higher
at "c. Local receipts were 24 cars, 3 of
(Contract graae; Minneapolis ana uuium
reported 15 cars, making a total for the
(three rjolnts of 209 cars, against 153 last
(week and 3f9 a year ago. Primary receipts
Varnre 377,000 bushels, against 561,000 last
year. Seaboard clearances In wheat and
'flour equalled 418,000 bushels. The seaboard
reported 11 loads taken for export.
sUl markets were on the upturn. Support
twas necessary, however, when wheat
broke. Weather conditions favored better
rices, as did the smaller receipts. A good
demand set in early, especially for the
.preferred options. July was somewhat er
ratic and nervous and prices haggled back
and forth. Country advices were little bet
ter. There is sympathy of an improve
ment In the receipts. There was no men
tion of the corn crop in the government re
port, out the weekly report stated that
there was some suffering because of a lack
of cultivation. July sold between S34cand

Receipts were lit cara.
' There waa a slight dip in oats at the
start on the bearish government report,
which indicated a condition of 90.6 and a
probable yield of 806.000,000 bushels. Soon,
-however, there was a support in the mw
July stuff that surprised ven the friends
or oaia. Ana casn aemana was gooa at
about 4Ec, a good buying movement set in
and there waa little for sale. This in
fluence, together with the other grain
strength, soon pushed July uo, and there
was little or no recession on the wheat
break. July closed firm, o up at S9'4c.
Receipts were 93 cars.
Part of the looked for reaction after the
persistent manipulation of provisions by
packers came today. After yesterday's re
markable advance of S7tyc for July ribs the
Inside crowd, led by the backers, unloaded
, on the shorts and a break of 37Ho fol
lowed. Hoga wera firm and helped In a
temporary reaction, but prices again dipped
and the close was weak. Commission
houses advise their clients that the stuff
Is top heavy, but at the same time they
ay the packers can put the price any place
that suits their Interests. July pork sold
at top figures again, reaching 117.80, and
dosed 2c lower at S17.70: Julv lard cloned

HOGS Receipts were small as compared
with the liberal runs the last two weeks
and were far below dealers' expectations.
To offset the run here, pretty liberal re
ceipts were reported st other markets and
first reports from Chicago were not en
couraging. Dealers were out early, how
ever, with rretty liberal oreders to fill and
trading at the start was at a basis of fully
be higher than yesterday, and the big end
of the run sold that way. Later, conditions
improved and choice lots sold at the best
time 5S10c higher. The bulk of the decent
weight hogs sold from 37.36 to 17.45. with
tops at 17.65, a new record for the season,
and lighter grades sold mostly from $7. 2o
to 87.36. Tops and bulk show the highest
of the year. Representative sales;

ENCOURAGE RIFLE PRACTICE
What Fational Bifle Association Wants
Government to Do.
ASKS SUPPORT FOR BILL IN CONGRESS
Measare Appropriates Ten Tkonsantt .
Dollars Annually for Expenses
of Rifle Contests for Sol
tilers anil Sailors.
To accentuate the Importance of the Na
tional Rifle association and to enhance the
slue of the organization to the soldiers
of the I'nited States regular army and to
the national guard, a move is on foot
whereby the United States is asked to give
Its support to a plan that will bring the
assoclstion more prominently before the
country.
The most Important result of this step
so far has been the Introduction of a bill
in the house of representatives on May 8
last, providing . for the appropriation ot
$10,000 annually for the purpose of furnish
ing a national trophy and medals and other
prizes to be provided and contested for
annually, under such regulations as may be
prescribed by the secretary of war.
The bill further provldea that the an
nual contest shall be open to the army,
marine corps, navy and national guard or
organized militia of the several states, ter
ritories and the District of Coulmbls. The
$10,000 Is to be appropriated each year, and
Is to pay all cost of the trophies and all
expenses Incident to the contest.
All members of the National Rifle asso
ciation and all others interested are urged
to communicate at once with their repre
sentatives In congress and tbelr senators,
with a view to securing ths passsge of the
bill, which la house roll 14,230. It Is ear
nestly desired to have the bill passed
this session of congress.
War Department Acta.
This matter has arisen from the appoint
ment of a special committee at the last
meeting of the association , to Investigate
this Idea and formulate a plan of pro
cedure. The committee waited upon the
secretary of war last January, and he re
quested that its suggestion be presented to
blm in the form of a communication. Thla
document, when It reached the secretary
of war, waa referred by him to the adjutant
general of the army, who In turn referred
it to Major James Tarker, assistant ad
jutant general, for his recommendations.
The recommendations suggested first the
institution of an advisory committee of
fifteen men, to Include the president of the
association, seven members to be appointed
by him and seven at large to be appointed
by the president of the United States.
The whole Idea of thla committee was
to encourage rifle practice. The special com
mittee further recommended the appoint
ment of a board of officers to investigate
and handle range facilities, conditions un
der which qualification as marksmen shall
be had, the kind of range target desirable,
and where range facilities not now existing
should be provided.
Kxamples of Forelsjn Countries.
Lastly the committee recommended that
steps be taken to ascertain what the foreign
governments do In the way of encouraging
rifle practice, and that legislation be ef
fected, if not already existing, to permit
the purchase of arms and ammunition at
cost by the association. -
Assistant Adjutant General James Parker
received the recommendations with high
favor, which was largely tbs causs of the
bill desired being at so early a date Intro
duced. Major Parkerf stated In a memo
randum on the report of the special com
mittee that its recommendations were In
the line of practice and proposed legislation
of several countries, notably Swltierland
and Great Britain, In which, aa In the
United States, the military education by
conscription of the entire male population
Is not possible.
Major Parker further dwelt on the Idea
that the ability to hit a mark is a very
large part of the value of a soldier, and
said that when conscription is not possible
the encouragement of rifle firing as a mili
tary sport affords to the government of fe
free country the opportunity to give to the
male citizen fit for military service at
east a part ot the training which Is neces
sary in war.
Finally, Major Parker said that such steps
as recommended by the special committee
would, in his opinion, proluce the best re
sults, and suggested that the board con
sider among other things the establishment
of a system of general target Instruction,
government-aided, to Include those not en
rolled in the national guard; but who desire
to fit themselves In this most Important
military qualification.
