day passed the liver and harbor bill, which
has been under consideration throughout the
week. Although several minor amendments
were adopted, not a single dollar was added
to the measure and aa pasaed It carrlea ex

tions. Mr. Suiter of New York attempted
to fores a record vote on the final passage
of tbs bill, but only three members, Messrs.

Mr. H. O. Smith of Michigan complained
that the $20,000,009 charged to Michigan In

Something of a flurry wae caused by an
amendment offered by Mr. Gaines of Ten
nessee tc an amendment which waa pre
sented and adopted yesterday on motion of
Mr. Richardson of Tennesaee to permit the
secretary of war to grant releaaes to the
owners of lanu abutting lock and dam No.
1 at Nashville, Tenn., for the use of the
water power created by that dam; to allow
the construction of Inlet snd outlet canala.

Rlohardaoa Explains Hla Interests.
Mr. Rlchardaon'a amendment met with no
opposition yesterday. Mr. Gaines' amend
ment to tbs amendment provided that the
lease of grant of thla water power ahould be
to the highest bidder. He declared that the
right proposed to be given away was a very
valuable one.
Mr. Richardson then explained his connec
tion with tLi) original amendment, In
whloh he said be had no personal Interest.
Laat summer, at ths request of some con
stituents of his who desired to obtain the
privilege of using the water power at Nash
ville he snd Senator Carmack cams to
Washington to see ths secretary of war
about the matter. The secretary, be ssld,
declined to grant the request for ths use
of ths water, saying It waa a matter which
congress should paaa on. There ths matter
rested until a short time ago, Mr. Richard- !
on said, when his constituents asked him
to call the matter to the attention of con

committee on ths matter. Mr. Burton then
explained that if the rights were as valuable
as represented, bs thought it proper that
they should go to the highest bidder. Ho
had accepted Mr. Richardson's amendment
yesterday, thinking It waa sufficiently safe
guarded. After aoras further discussion the
Gaines amendment modified slightly, was
adopted.
After completing the bill in committee
It waa reported to the house. Mr. Sulzer
of New York demanded a record vote on
the final passage of the bill, but only three
members, Messrs. Smith of Iowa, Cochran
of Missouri, and Fitzgerald of New York,
seconded his demand. Ths bill therefore
was passed without division. At 4:50 p. m.,
ths house adjourned.

The motion of M. Lascies was amended
by M. Le Herlese, revolutionist, to in
clude M. De Roulede and the other French
men who were condemned by the high
court.
M. Le Herlsse's amendment was rejected
by a vote ot 298 to 163.
Reverse the Vote.
The chamber followed the adoption of
amnesties by a a Incomprehensible perform
ance. It first proceeded to adopt additional
amnesties, including offenders sgalnst the
game and forestry laws, coachmen, street
car conductors, etc., at the request ot vari
ous members bt the body. Then, when M.
Leygues Intervened and said It was Impos
sible to continue in that way and asked the
chamber to reject all the amnesties, the
deputies calmly went back on their own
votes and by a new vote of 243 to 224 an
nulled every amnesty Just adopted.
After thus wasting four hours the cham
ber resumed serious work. By a vots of
443 to 64 It adopted the shipping bounty
bill, which, ss modified by the Senate, lim
its the total of navigation bounties to 311,-
000,000 franca and the construction boun
ties to 60,000,000 francs.

keep It alive would merely do damage to

Nos. 1, 7 and 9, United Mine Workers ot
America, failed to reach a determination
today concerning the grievances of the
anthracite coal miners. The discussion ot
ths scale committee report by the conven
tion ' this afternoon waa more protraoted
than waa anticipated and Its adoption, en
tire, had not been accomplished at the
hour ' ot adjournment.
President Mitchell announced that a part
of the report had been adopted, but failed
to state ths naturs of. the clauses accepted
He was not certain that ths report would
bo mads public In its . entirety tomorrow,
although hs stated that be expected final
action and adjournment by noon tomorrow,

concerning the situation, and opinion Is
about equally divided as to whether the
