After completing the bill in committee It waa reported to the house. Mr. Sulzer of New York demanded a record vote on the final passage of the bill, but only three members, Messrs. Smith of Iowa, Cochran of Missouri, and Fitzgerald of New York, seconded his demand. Ths bill therefore was passed without division. At 4:50 p. m., ths house adjourned. Le Herlsse's amendment was rejected by a vote ot 298 to 163. Reverse the Vote. The chamber followed the adoption of amnesties by a a Incomprehensible perform ance. It first proceeded to adopt additional amnesties, including offenders sgalnst the game and forestry laws, coachmen, street car conductors, etc., at the request ot vari ous members bt the body. Then, when M. Leygues Intervened and said It was Impos sible to continue in that way and asked the chamber to reject all the amnesties, the deputies calmly went back on their own votes and by a new vote of 243 to 224 an nulled every amnesty Just adopted. After thus wasting four hours the cham ber resumed serious work. By a vots of 443 to 64 It adopted the shipping bounty bill, which, ss modified by the Senate, lim its the total of navigation bounties to 311,- 000,000 franca and the construction boun ties to 60,000,000 francs.
