This is the common complaint of

CHAMBERLAIN HIE CHIEF OFFENDER
Another Moue -Mnl Inn Selienio of
llli Im llrniiKlit to l,lht 1'rlN
oiiem llmirteretl In II I
limine,
LONDON, Nov. IT. Minimum news nnd
maximum rain were tho distinguishing
features of tho week. Such gloomy, wet
dnys ns have been experienced hero recently
nro unusual, even for Londs'i. Joseph
Chamberlain, thnt central figure In Ilrltlsh
politics, can congratulate himself, for more
reasons than one, upon his nbsenco from his
murky, native land. He Is disporting hltu
elf on the tunny .Mediterranean. Thus, tho
colonial secretary Is temporarily snfe from
the effects of tho vigorous personal attacks
which continue to be unide upon him by
tho liberals, from Sir Henry Cnmpbell-IUiu-ncrmun
down, Tho latest nnd most Im
portant of these Is a statement made by tho
Morning Lender, showing Mr. Chamberlnln
holds 7,000 of shares In the Colombo Com
mercial company, which Is lecelvlng largo
contracts for housing Doer prisoners In
Ceylon. What makes tho caso still mom
damaging is tho fact that Mr. Chamberlain
sanctioned, ns colonial secretary, u regula
tion In til down by the governor of Ceylon,
strictly prohibiting nny olllcer of tho locnl
government from interesting himself or his
family In prlvnto business In other words,
Mr. Chamberlain forbids his Fiibnrdlnates,
under pain of severo penalties, to do what
he himself Is doing on a large scale. It
now seems Impossible for Mr. Chamberlain
to avoid explanations, for which ho will
undoubtedly be utked, when Parliament re
assembles. All Are In the 11o.
Another feature In the samo connection,
of which tho liberals nro making not u Uttlo
capital, Is the extraordinary number of
directorships in private companies held by
government officials. Of tho twenty cabinet
ministers, thirteen nre directors, while be
tween tho thirty-six ministers, twenty-seven
directorships nro held. The list begins with
Lord Salisbury, which assists with nn In
surance company, nnd Includes Lord Sel
borne, who Is both first lord of tho ad
mlrnlty and a director of the Ponlnsulnr A
Orlcntnl Steamship company, Mr. Gerald
Hal four, who unites a directorship Iti nn
aluminum compnny with the presidency of
tho Hoard of Trade, nnd many other In
congruous associations, several of the com
panies holng financially desercdlted. With
auch flagrnutly weak spots In tho armor of
tho new cabinet It Is no wonder tho liberals
are Imploring Lord Roaebcrry to lend tho
party. Sir Henry Campbell-Banuernian's
uppcal to tho cx-premler only voiced the
feeling of tho majority of tho party, but
It was accompanied by such bitter denuncia
tions of the so-called Imperialists that It
can scarcely bo expected to produce much
result.
American enterprise In Great Ilrltaln now
promises to revolutionize tho methods of
tho War office. The problem of transporta
tion of stores, guns nnd men over a coun
try having no railroads has long exercised
the nrray experts. Traction engines,
bullocks, elephants, horses nnd mules have
been tried with only moderate success.
With tho view of displacing theso n series
of experiments Is occurring in England, bo
fore a War ofHco commission, in which an
America motor car, suitable for war serv
ice, having on board tho driver, an Ameri
can, and tho inventor, attained a spoed
of thirty miles an hour on gruss, going
over obstaclos and undulations without tho
slightest difficulty or injury. Further trials
arc still necessary, but tho British' officers
were fvaorably impressed with tho per
formance of the motor car and nro likely
to recommend its adoption by tho War
office.
Itnneor AkiIi AnierlvmiN.
Tho fact that so conservative a paper
us Punch devotos n enrtoon this week to
the representation of nn American Jorke
porchud ot a horse's neck, while the trainer
saya: "Now, this horso Is ns fit ns chem
icals can make him; you have got a gal
vanic baddle, nn electric whip and hypo
dermic spurs and If you shin a bit further
up his neck you ought to lick anything
with hair on It," fairly Indicates tho length
to which Ilrltlsh rnncor towurd American
Jockeys has gone. As a lending American
trainer said this week: "It Is true Ameri
cans use liniments and lotions to tako
soronops out of horses. What a few of the
English need Is a lotion to take tho sore
ness out of a fow of their bad losers."
Tho failure of tho ateuarda of tho Jockey
tclub to unnounco any decision after two
days of investigation of Lord Durham's
charges against Lester Keiff lends to tho
belief thnt If any action Is taken it will
appear when Holff applies for a license for
1901. The tone of Lord Durham's letter to
tho stewards of tho Jockej club and tho
personal Inconvenience and financial loss
Hclff has been put tu by the Jockey club
officials' failure to notify him In tlmo of
tho placo of tholr mooting havo served to
create n reaction of sontlment not only
toward Holff, but toward American Jockeys
lu general. Americans who havo watched
tho progress of u crusade ugalnst their
Jockeys nnd traluers point out the sig
nificant fact that sluco their importation
began every Important English race, from
tho flvo-furlong dnsh to tho Derby, has
been run from four to thirty seconds faster

MIND AND FOOD.
Kind of l''ood Hint A tree In the Mlml.
"One of tho most rcmnrknble effects of tho
food Grapo-Nuta Is tho effect on tho mind;
it mnkeH ono fcol buoyant, hopeful and
cheerful," snys Allco L. Glunt of 2122 Ilrond
street, Altoona, Pa. She continues: "As n
result of prolonged mental work 1 was
stricken with paralysis of tho light side
about two years nnd a half ngo. For about
two years I was treated conatuntly with
powerful drugs to stimulate tho ncrvo cen
ters, with only partial success.
"About six months ago I was thentened
with nervous prostration ugaln, when a
frltnd advlsod mo to cat Grape-Nuts food.
I was entirely skeptlcnl concerning uny
bfneflclal results, but, finding tho food very
palatable, I bought pticksge nfter packugo
nnd slnco beginning tho uso of Grape-Nuts
have taken no medicine or nervo tonics of
nny kind and the effect of this perfect food
on ray health Is something very remark
able. All headaches, Insomnia and n dls
agreeablo cough nnd my symptoms of
paralysis have disappeared.
'I am satisfied that all tho Ills that I
havo suffered were luo to tho fart that I
lhcd Just us thnusunds of others who think
they nro well fed, but are in n statu of
senil-smrvatlon, owing to Imperfect ns

not bo properly nourished nnd rebuilt ex
cept by good food and food that ran be
digested nnd assimilated. Grape-Nuts food
Is tho most perfect food I have ever seen
and I know of Its value from practical
results."
This Is another evidence of the fact that
