changes in the character of guns nnd armor
and ships since tho Eudlcott board framed
tbo coast defenso plans now under exe
cution havo involved corresponding changes
in tuoso plans. The tendency toward re
duction in tho caliber of guns, together
with the adoption of a successful typo of
disappearing gun carriage for 12-tnch
cues, has rendered unnecessary the armor
for ' forts originally planned, and now in
uso in Europe. Thero has been a rcduc-
Ion also in the number of mortars and
l considerable strengthening of tho bat
orles of secondary guns owing to the
development of tho rapld-flro type, almost
unknown at tho time the Endlcott board
mado its plans. These changes have re
sulted In marked economies, without sac
rifice of tho strength of the defenses, nnd
they will be continued.

The war with Spain had the effect of
hastening tho work on tho coast defeases,
and now, ten years after tbo work began
in earnest, the chief engineer Ms able to
report that 50 per cent of the defense work
is complete. Twenty-flvo of the principal
harbors of the United States now haye a
sufficient number of heavy guns and mor
tars In place to offer nn effective defense
against naval attack. Existing piojects
contemplate the mounting of about 480 guns
for ecacoast defense, of S50 rapld-flro guns
and about 800 mortars, at an approximate
total cost of 350,000,000. Up to tho present
tlmo provision has been mado for the em
ployment of 309 heavy sues, 26S rapld-flro
guns and 372 mortars. The armament
placed during the war In temporary cm-
placements will bo transferred In time to
permanent torks, but temporary works will
bo held in rescrvo for an emergency.
Attention Is invited to tho urgent need
for an increase of tho artillery arm of tho
service, which is now too small to take
care of the costly and complex defense
works.
During the past two years negotiations
havo been In progress for tho acquisition
of fortification sites In Boston harbor (Uo
sltce), Narrangunsett bay (two Bites). New
York harbor (extension of Fort Wadsworth),
Port Royal, South Carolina, San Francisco
nnd Rich Passage, Pugot sound, but tho
proceedings ore slow, owing to legal diffi
culties. Tho most Important sites are
those at Boston and one in New York
liarlor rendered necessary by the construc
tion of the proposed deep water entrance.
Tho report gives a concise statement of
tbo work accomplished at each defensive
point during tho past year.
The total of tho estimates submitted on
arcount of fortifications for the next year
id 15,, 15,000, and of thlH amount $4,710,000
is on the account of the construction of
gun and mortar batteries and position
finders.
Gqneral Wilson makes an earnest plea
for the reinforcement of tho engineer corps,
which has been overtaxed by the additional
work required by tho addition of now ter
ritory.
River and llnrlior Work.
Tho second section of tho report treats
of the river and harbor Improvements of
tho country, for which estimates for the
fUcal year ending 1902, aggregating 820,
000,000, are submitted, to which aro added
8200,000' for surveys nnd contingencies,
83,t60,000 for tho Mississippi river commis
sion, $1,040,000 under tho Missouri rier
commission, $150,000 under tho California
debris commission, ami I72.S00 to prevent
deposits in New York harbor. Tho- ex
penditures for tho year ending 1900 fvere
$18,165,298, which does not Include $123,000
paid the Lads estate for maintaining the
jetties at the mouth of tho Mississippi and
JC1.000 for surveys and examinations for a
canal from tho Great Lakes to the A.I
lactic. The report Is a rovlow of all tha
work dono during tho fiscal year and refers
especially to a number of Important sub
jects. Including the Chicago drainago
canal, Tcarl harbor. Hawaii nnd the pro
posed memorial bridge connecting Wash

General Wilson says that Investigations
made under tho direction of tho Deep
Waterway commission and by others may
furnish data upon which further consid
eration of tho question may be based.
