and a gold watch. He deposited his satchel

he became extremely sociable with two

a result a resolution calling for tho pav
ing with nsphaltum of four streets was
ndopted nnd tho mayor wna Instructed to
sign tho contract with K. A. Wlckham for
the paving with brick of three more streets.
Aldermnn Lotigee had on his lighting
clothes nnd the discussion over the Wlck
ham contract nt times beenmo somowhat
heated. His vote alone was recorded In
the negative on the signing of the con
tract. .
Tho matter of tho asphalt paving wns
brought up by Aldermnn McDonald Intro
ducing n resolution providing for theltn
provement with this material of the fol
lowing streets: Sixth street, between
Hroudwiiy and I'M Mb. avenue, KlRhth
street between Hroadwny and eighth ave
nue, First avenue between Pearl and
lJlghth streets, Fifth avenue between the

Property owners on Fifth avenue llled a
stroug protest against nsphaltum ami were

avenues, on condition that only one hy
drant should bo put In, for which tho city
would havo to pay rental.
Tho commltteo on police nnd hcnlth re
ported favorably on tho petition of resi
dents of tho First precincts ot tho Fifth
nnd Sixth wards for police protection. In
the discussion that followed as to how to
provide this pollco service for that part
of the city lt developed that a majority ot
tho aldermen wero In favor of having tho
district patrolled by a mounted olllcer. Tho
matter was llnall left with the mayor and
chief of pollco to wrcstlo with.
The motor company was ordered by res
olution to place Its tracks on Hroadway,
between Twelfth nnd Thirteenth stroots,
to grade within two days after service of
notice. Tho failure on tho pnrt of tho
motor company to do this la delaying tho
paving thcro.
Contractor Campbell's bill for $2,675 for
the now bridge ovor Indian creek at Fifth
nnd union nvonues was ordered paid and
tho city clerk was Instructed to notify tho
motor compauy to pay Into tho city treas

In opening Mr. Hmersou gave a brief
sketch of the causes which led up to the
Spanish wur. Hcfurrlng to the trcuty of
peace with Spain he said It could not
have been passed without the assistance
of Ilrynn and the support ut democrats In
congress. He rend the sections of tho
treaty showing the promise of this country
to Spain to admit Its ships and merchan
dise, to ull the ports of tho Philippines
for ten years on tho same terms ns lull
country and also showed that tho treaty
obligations which conferred upon congress
sole power to determine the political
status of the people of the Philippine Is
lands were known to Mr. Ilrynn nnd his
nssoclates and t lint knowing these condi
tions of the treaty Mr. Ilryan urged Its
riitlllcatioh, thereby making himself anil
his party responsible for tho conditions
therein expressed.
Ho described the operation of the Porto
Ilium tariff, showing that It is to the ben
elll and not to the detriment of tho peo
