WASHINGTON. July 23. The letter re
ceived by Senator Pettlgrew from one of
Agulnaldo's generals, J. Ilejandrino. con
taining an alleged account of an interview
between himself and Admiral Deey on
board the Olympla In the bay of Hong
Kong, In April. 1S9S. la which It was stated
Admiral Dewey promised Independence to
the Filipinos, was shown to the admiral to
day by the Aisoclated Press reporter.
The admiral characterized it a "tissue of
falsehoods." He declared It absurd on its
face.
"I cot only had no power to promise In
dependence to the Filipinos." said he. "but
the whole tenor of the words put In my
mouth stamps them as false. I am made
to say things which I never thought of
and which I could never have uttered. You
will notice that I am addrersed in the al
leged interview as 'admiral.' when al the
time I was a 'commodore.' "
The admiral said he bad never heard of
Ilejandrino. Several Filipinos, after much
Importuning, did come aboard the Olympla
at Hong Kong. They were anxious to be
taken to Manila.
"I considered their representations of Ut
ile importance," said the admiral, "and I
did not take them to Manila. Later I
gave permission to Agulnaldo and about a
dozen others to come to Manila. All that
they were anxlous about at that time was
an end of the tyranny of Spain, against
which tbey bad been fighting. After the
destruction of Montejo's fleet the city vir
tually surrendered and I am satisfied that
If we had 5,000 troops there at that time
we could have gone ashore and been re
ceived by the Filipinos as deliverers. They
had absolutely no thought then of inde
pendence. That was an afterthought of
their leaders during the Interim between
the smashing of tho Spanish fleet and the
arrival of the- United States troopj."
Speaking of the report that Cuba was to
be evacuated by the American troops after
the holding of the constitutional conven
tion, Admiral Dewey raid he did not set
how the United States could turn over tho
islands to the Cubans until a stable govern
ment had been established.
"Wo are responsible to the world for th
orderly conduct of affairs In Cuba," said be.
"and until such a government Is estab
lished I cannot see how we can withdraw.
Wc are confronted with a similar situation
in the Philippines,. The world looks to us,
and no matter .hlch political party win'
In November the United States cannot re
linquish the Islands until a responsible a-J
stable government Is set up there."

in 1892 and 1593 Carter had purchased over
$1900 worth of bonds.

to them Governor Johnson has telegraphed
Judge Speake to empanel a Jury and try

and the members of the mob aay they will
remain passive so long as they are assured
