aid of foreign troops and that the pres

centive to destroy order cannot safely

fact is that these officials nave not
shown that tbey are able to maintain
order or to stay the progress of the dis
turbance and the idea that the presence
of foreign troops would aggravate the
trouble is possibly a mistaken one,
At all events, tbe president is pro
ceeding in strict accord with his duty
and we do not doubt that bis action
win be approved by the Intelligent
judgment, of the eonntry. We do not
want war with China, but our govern
ment must do all It can to safeguard tbe
life and proiM-rty of its officials and citi
