meeting today Secretary GaRo outlined Ills

president soon thereafter.
The Hccrotnry explained that In all prob
ability from 33 to 15 per cent of the otit
Htandlng bonds, which may be refunded
under the new law will bo presented for ex
change within a comparatively short time.
This would Involve cash payments as pre
miums to the holders of tho old honiln
amounting to from $30,000,000 to $35,000,000.
A question which has occupied tho atten
tion of tho i.ecretary of lato la whether this
amount should bo taken from tho fiindn now
In the treasury or from tho government de
posits with depository hanks, or whether
a part should be taken from tho treasury and
a part from tho hanks.
Attention was called to the fact that even
If considerable sums woro drawn from tho
depository banks ln these scttlraicntH, It
would only amount to a transfer from one
bank to another or from tho credit of tho
government to tho credit of tho party sur
rendering tho bonds In the aamo bank.
Therefore tho total amount of money held
by tho banks would uot bo materially
changed.
In the determination of this que.it Inn much
will depend upon tho rapidity with which
old bonds aro presented for exchange anil
also upon whether the ordinary treasury re
ceipts keep up to their present mark.
The se.-rolary'a purpose, as stated to thn
cabinet, Is to create as llttlo financial dis
turbance as possible In the settlement of
nriMiilutn accounts. If the treasury recoiuts
probable thnt a considerable share of the?
premiums will bo taken from tho treasury,
but should there bo h rush for tho exchnngo
of bonds It is quite likely that tho banks
would be called upon to share In the pay
ments,. On tho other hand, tho secretary
does not propose that tho present available
cash balance In tho treasury, which now
n'.nounts to nbout $300,000,000, Including tho
$100,000,000 gold reserve, shall bo largely en
croached upon
Tho question thercforo whether tho
cash to bo paid as premiums shall como
from tho treasury, the depository banks, or
both, depends for Hh solution largely upon
conditions which cannot now bo foretold.
Tho new bonds will bo dated April 1 and tho
nmount of premium to be paid on tho old
bonds will bo calculated from that date, tho
rato In nil cases being tho same, which, ac
cording to tho tonus of tho new act, Is such
as shall yield .1 return of 2U per cent per
nnnuni. Theso details were fully explnlned
to tho cabinet and the plans and purpose of
tho bocretnrv met with general approval.
