The teachers of the public schools ar
teclhtg considerable uneasiness over i
chaugo In the rules of rho Boarll of Educe
tlon which took place at the first mcctinl
of that lady for the year. The revlsfnl
takes the element of clvil service tenur
out of the employment of teachera and leave
them practically at the mercy of the Super
fntendent of Schools. It is customary at th
oral IIIMLIng of the board to adopt the
rules uSed by Its predecessor , with suet
changes and 0n and nens : as nay he sug
gesteti. The rule relating t0 the permaneII
list was read coil approved with the res
and do attentlon was called to the ehaug
at the time. Several members vcro no
aware that any alteration hnd token pine
until their attention was called to the Inc
by n flee reporter ,
As It existed last year the rule regarding
the permanent list provided that any teache
might ho placed thereon who had taugh
for live years ht the Omaha schools a' '
lord peen elected on three successive occa
slons. SVhen c teacher hnd secured entrnnc
to the select circle she enjoyed hlununit ;
from discharge except for cause. " Then
were about 150 on tine list , till of whom wor
considered experienced and competent edu
eaters. Thu rule granting the veteran
Immunity was proposed by A. M. Cowli
and aas lnteuded particularly to protect a
munber of prlpeipals tvhoso ofidclnl head
were at that time in danger. A populaa
protest was raised to 'their discharge am
the rule was adopted by the board.
-tl1 1'aiwer IAIeM uISIi l'eurNe.
As altered by the new board , the rule atli
provides for a permanent list , but that an
teacher thereon may be removed on th
recommendation of Superlntendott I'ears
and the approval of eight members of th
Uoard. No provision Is made for the prefer
ntent of charges and teachers are not grante
the privilege of defense. The chaugo w n
largely brought about by Member John C
Barnard , who explains his position as (01
lows :
" ! t 1s not the intention of the board to interfere
terfero with the otilctul permanency of an
teacher. Under the former provision , how
ever , It was necessary to bring charge
against an incompetent teacher and perbap
follow her appeal to the district court. SC
considered that it would be impossible b
this method to lceop the schools up to ( lid
present grade of excellence. The boar
wished to ho left tree to use Its best judg
ment in ( ho matter and the liberty has bee
hedged In as much as possible by pruvidin
that the recommendation of the superiii
tandent shall bo necessary. "
Member Itobert Smith took a similar vfc { {
thotigh ho vlshed it understood that n
teacher need sillier any apprehension trot
the new rule. "We desire to make the su
perntondetit ) responsible for the condition c
the schools , " he said , "and au their stundin
Sill be largely to his credit o
discredit , , we wished to give hlr
opportunity to put his individualit
into his work. There is no intention c
junking any radical changes and it is possi
bla the rule may ho altered before It 1
finally published. "
Gillen on She Atnzinus Scht.
In submitting the rules and antendmeni
to the board nu its first session of the yes
an omission occurred which. It is said ,
causing Secretary Glllan of the bard a 8u (
cession of sleepless nighta. Thu secretary' '
salary waa raised during last year from $1S (
to $2,100 per year anti the amendment ws
ordered inserted In the rules. The rust
last year were not printed , however , trot
motives of economy and the amendment
were simply preserved ! n documentary torn
When the rules were rend on the night t
January 1 by Dr. Moore rho amendment rl
luting to Clllnn's salary was omitted , as ,
1s said , unintentionally. The rules wet
adopted , a majority vote only being necet
sary. When Glllan discovered that his II
crease In salary was not provlde1 for 1
made an excited round of the members at
as tar as ho could discover the cireunlslant
was not premeditated.
The condition exists , however , and rho se
rotary has so far been amble to rectify I
If his salary is onto more placed at $2,1l
such action can only take place through r
amendment to the rules , when a two-thlrr
Sato la necessary. Glllan , therefore , It
reason for his anxiety , as the incident m
rnako n difference of $300 annually lu his sa
cry warrant.
