While this news wns considered bearish by nome. many traders were In- ( lined to Ignore It. pinning their faith to a degree to the * possibility of German Inter ference In Brltl.sh-Boer affairs nnd to the strength of provisions. During the last Ihour of trading a fair volume ot business was transacted and the tendency seemed'to bo toward limitless. Henry ScllhiK for l'i > relii ) Account Confuse * llrdUcrs. NEW YOHK , Jan. 4. The moat conspicu ous feature of the day's trading In stocks was the continued heavy felling for foreign account , nhoul whleh there wns consider able mystery. The orders to sell In New York cntne from London , hut I/ondon nt- trlbuted them to Herlln nccount. Vienna also reported sales on Its exchange for Her lln account. In spite of the explanation that the Ilertln selling was forced by money stringency the Herlln discount rate showed n rlsn of only S per cent. In Herlln itself the depression was attributed to the de cline In English consols and the the cap ture by Ihe British of the Herman steamer General. While the motive of the foreign following was obscure nnd explanations confused the fact of II was beyond doubt. Sales by the arbitrage houses In New- York again footed up ' 5O.OOO shares ot the various International stocks. There Is un doubtedly some uneasiness In financial cir cles abroad over the possibility of friction between Germany and Great Britain over the seizures of German vessels. It Is worthy to note that while Interest rates declined In London and the Bank of England showed n notable recuperation In resources In Its weekly statement sterling exchange at the Important llnnnclal centers ndvanced sharply In spite ot the hardening money rate In Berlin and il'nrls. The New York sterling exchange rale advanced nt the same time without affecting the local money market , In which the rales ruled from 5 lo 6 per cent. The Inference ts warranted thill London Is preparing lo make further iecUl- | slllons for foreign gold supply and lhat Us money market will have to meet demands for coming government loans. In our own stock market the consider- nble oflerlngs for foreign account drove prices down at Ihe opening near n point In the principal International slocks. The level of prices thus iittulned , coming after yesterday's sharp reaction , proved so In viting that large nnd mibstanllal buying appeared , which forced n recovery In prices by the end of the llrst hour. Later New- York Central was bid up sharply to If ! nnd the short Interesl In Sugar was driven to roul by stories of n settlement of the trade ' market Induced wnr. Yesterday's reacllonary duced quite an enlargement of the short in terest nnd their demand to cover was an Important element In the day's recovery In prices. The spei tallies s' iwed wider changes than railroad stocks , but the demand for rail roads was large and well distributed ami , except for the special strength of the trunk lines , their gains were quite uniform. A movement to take profits In the last hour caused a material reaction , reaching to over 3 nolnts In some of Ihe Industrials and be tween 1 and 2 points In many railroads. Declines in bonds were nol large and the market was Irregular. Total pales , par value , $1,755.00. ) . United States new 3s , coupon , advanced % , United Stales old 3s , registered. Is and 5s. The Commercial Advertiser's London litmnclal cablegram says : Although clos ing above the worst there was general de pression In the markets here today , on ac count of the iiosltlon of the. market due to the bad showing of the Berlin bank , show ing a decrease of S.OOO.UOO marks In notes and 2OCOCOO marks In cash. The German banks have notified their customers lhal they must i educe their speculative commitments nnd this brought about forced sales all day , par ticularly In tin * American department. A rumor from Canaihi. of a l > nnk failure In Germany appears to have no basis except the dlllicultles of a prlvato banker and broker. The depression was Increased by Ihe local loan Issue , allmlwl lo yesterday , lint apprehensions were diminished by the publication of the Hank of England ic- lurns for Ihe week , showing an increase of , C.2,750OtiO of bullion and reserve without any Increase of notes. Steady buying by New York partly counteracted the died of the Herlln sales ot Americans , but failed to re assure lyondon. which was nlFo unsettled by manufactured war rumors , such as lhit : General Buller had been defealed and lhat General Gatucre was surrounded by Boer forces. 'Paris ' was upset by Ihe trouble In 'Berlin. ' The bank bought .C170.000 eagles and 23,000 gold In bars. At the same time 50- 000 was withdrawn on thu India currency nccount. All gold arrivals are going to the bank. Money wns easy , call money at ! ! per cent bclnp unlendable In the afternoon. All loans from the bank to the market have been liquidated. A considerable proportion of the cattle here consisted of cow stuff ami odds nnd ends , so that there was no great number of cornfed steers on pale. There were , however , wome better fat cat tle than have been seen here since Christ mas. The market on good kinds of cnttlo did nol show much change , as compared with yesterday. Common steers were , rnther slow , owing to the reported wcnk- ners on the common to medium kinds In Chicago. The market as a whole was In fair shape. One load of 1,207-lb. steers that had been on full feed eight months brought M.OO. Cows and heifers were again in liberal supply today nnd the tendency of the mar ket was lower , especially on the common and medium kinds. For yesterday nnd today It is safe to say that the market is 10f(15c ( lower on Ihe eeneral run of cow stuff. Buyers nnd sellers seemed to be a llttlo slow about getting together , nnd It was late before a complete clearance was effected. Hulls seemed to be In pretty fair demand and the market was just about steady with yesterday. Fresh receipts of Btockers nnd feeders were not large and the market was jusl aboul steady with yesterday. The demand for anything decent was good and offering's were for the mosl part taken early in the morning. The country demand during the last few days has been sulllclent to keep the ynrds well clenred , so that speculators want the cattle. Besides that , commis sion men appear to have n good many buy ing orders on hand. The pigeon po.it established nt I/.idysmith nnd Utirlian for rarrylng wnr me sngc , reports - ports Collier's Weekly , hns been such a suc cess that special appropriations for Increas ing the service will be recommended by the \Vnr office. A good deal of this mie- cess of the pigeon service Is due to the skill nnd energy of Colonel Hansard of the Royal Ktiglnccrs , who has tipcnl years In pigeon culture for Jusl this sort of an emergency , nnd he has demonstrated the fitness of the birds lor war purposes. Colonel Hassnrd , who wns stationed at the Cnpo before hos tilities brok < out , systematically trained Ills pigeons by carrying messages across the rough , mountainous land , and his various pigeon pr.sts . were of the greatest value In keeping the homo oineo apprized of the exact condition of the army. Nearly every civilized government now has carrier-pigeons connected wllh both their wnr and navy departments. Franca has entered Into pigeon culture more ex tensively than any other Uuropean power , and It Is roughly ostlmatrtl that there nr 250,000 pigeons in that country trained for war emergencies. The main pigeon loft or training Mat I mi is al Chalons , whore sev- : era ! thousand birds are kepi all the tlmo. Kvery frontier post and fortress has smal ler lofts , and three times a Week regular communication Is kept up helwcen these places by mentis of the pigeons. This pigeon posl In constanl practice In times of peace would he of Immediate service In tlmcfi of war. The fitnto protects the car riers , and any one caught ehootlng n , pigeon of any kind In France la heavily fined. The pigeon pervlco has been estab lished In Franco slnco 1S70. The Herman V.'ar department owns about 10,000 pigeons , but they have a system of reserves which it hey can call Into servlco In times of war. The owners of prlvato lofts have to register their carrier pigeons and the War department knows exactly how many of the birds 11 can obtain at a moment's notice. The Austrian government also relies largely upon prlvato owners' pigeons for servlco In times of wnr. Kvery bird In the country has to bo registered and not one can ho sold or sent oul of Iho country wlthoul permission. Since 1875 a few thousand pigeons have been in regular servlco at the fortresses and frontier posts. Ktisla has a military pigeon system , which Is main tained by the olllccrs In the corps of en gineers. Llttlo Is known about her system , except that lofts are scattered throiiKhont itho empire. Including bleak Siberia. The Inteneo cold of the winter months In the lalter place seriously Interferes with the success of the pigeon posl and partly neu tralizes the good effecl of H. Italy's pigeon post was established In IS72 and Spain and I'oiffiugnl Jnauguiatcd similar systems 11 few years later. There are 1,000 homing pigeons on the books of the British navy and several times this number on the hooks of the army. In the piisl ten years the United States Army and Navy departments have been Inter ested In the carrier-pigeons , and wo have posts established at different points throughout the country. Their services have been useful chiefly In the navy , and experiments are being made constantly In communicating by this means between the chore nnd ships. There is no system of I registering homing pigeons in private lofts , I and in an emergency thegovernmcnl In , need of more pigeons would have to depend upon the patriotism of the prlvato owners for increasing its supply. That there would he plenty of volunteers no one doubts a I moment. ( : o ( > n-io ( > Kians.v WAXTHII. lliinilnoiiip , VluoroiiN IVrnoiiv Deislred for Iniiorliiiit | ' | | | > IIN.
