WASHINGTON , Nov. in. An interesting ;
volume on the Ictsone of the late war , from
the Spanish point of view , has juat been
translated by the bureau of naval Intelli
gence. It Is entitled , "Blockades and Coast
Defense , " by Severe Gomez Nunez , captain
of artillery. Ho bases nearly all Ilia con
clusions ns to coast defenses on long extracts
from articles written since tlie war by
Captain Mahan of our navy.
Captain Nunez blames Spain first of nil
for having neglected to make use of pri
vateers. Ho ea > s that tills was the more
reprehensible , since the United Stateo did
covertly mnkc uee of this form of warfare ,
"arming over 128 merchant vessels , under
the name of auxiliary cruisers , to prey upon
tbo cominerco of Spain. "
Spain , he eajs , could easily have done the
same nnd the presence of a fleet of such
auxiliary vessels over the track of American
commerce would have forced tue American
naval commander to have divided his forces
and prcvpntcd him In a large measure from
concentrating them for th final crushing

Of the blocKade sjstcm employed by the
United States , the writer makes even rnoro
bitter complaint. He snye :
"The blockade as practiced in Cuba caused
a thousand times more victims and jnoro.
horrors than bursting shells , the burning of
cltic.s , the massacre o ! battles and all the
cruelties of weapons. The blockade mnkeg
living expensive , extinguishes the means of
livelihood , gradually decimates the popu
lation , destroys family life , annihilates hu
man beings without distinction rather with
one distinction , for It strikes particularly
the feeble , the children , the women and tlio
filck. "
Captain Nunez adds that the blockade of
Cuba had to be repeatedly raised , owing
to the apprehension of the American ves
sels ns to the approach of Cervera's fleet.
Ho sajs :
"The blockade of Havana must have eov-
oral times ceased by law had the facta
been properly laid before the nations of the
civilized world. "
Regarding the cable-cutting , his complaints
are equally pathetic. Captain Nunez says
that tlio United States failed utterly to re-
bpcct this "encrcd property" ( cables ) both
In Cuba nnd the Philippine waters nnd bo
expresses astonishment that thlfa violation
of law should liavc been allowed by other
nations.
It is Interesting to note that the real ob
ject of sending Cervera to Cuba was a flno
strategical move , according to Spanish au
thority , and failed of effect only because
of the lamentable conditions of the vcesols
composing the fleet. Had their real ef
ficiency been what It was reported on paper ,
Cervcra was to have pasted Into the Car
ibbean nt night without stopping nt Curncoa ,
sailed around the west end of Cuba and made
a dash nt the American chipping at Key
West and then have fled for refugu to
Havana. Had the plan not mlscniled for
lack of coal and the foul bottoms of the
fleet , Ceivera probably would have encoun-
tcicd Schlcy when the latter sailed from
Key West round the weht end of Cuba to
chcckmnto just such a Spanish move.
