The Kansas City , Fort Scott & Memphis road ban notified the Interstate Commerce commission that It will reduce Its rates on Tracking house products from Kansas City to Memphis to 3 cents per hundred pounds , becoming effective September 21. This Is in accordance with Its action from the time of the beginning of the differential war In making reductions conforming with those made by the Burlington. In order to pre serve a differential of 6 cents between Omaha and Kansas City. The reduction of the Memphis line becoming operative Thursday corresponds to the sixth reduction of the Burlington made on the 18th Inst. The rate of the Burlington to Memphis at the present tlmo Is 9 cents. If It follows out Ita established precedent , ns there Is every reason to believe that It will , It will make n seventh reduction of 3 cents , bringing the rate down to C cents. Then the Memphis will Tvlpo out Ita present rate of 3 cents en tirely and the Durllngton will have the lost whack at the rates , when It will undoubt edly shavn off another 3 cents , thus making the rate from Omaha to Memphis 3 cents , instead of the original 27 cents. With the Memphis hauling packing house products to Memphis for nothing and the Burlington re ceiving 3 cents for Its haul , the differential of 3 cents for which the latter rood has been putting up such a gallant fight will bo effective. The action of the lines operating out of Chicago In cutting their rates on packing house products to southeastern points from G to JO cents has thrown n new light on the matter. These new rates become effective today. This action was taken by the Chicago cage lines In order to protect their patrons nmong the Chicago packers who were handi capped In their efforts to do business In the territory effected by the low rates from Kansas City and Omaha , since packers In the latter two cities wore enjoying a per ceptible advantage because of the lower rates. The fact that the Chicago lines have taken a hand In the matter and reduced Uiclr rates has made the situation even ttoro critical than before , and because of it prominent officials are of the opinion that the rates will never be restored to the point where they stood before the fight between tbo Burlington and the Memphis began , re gardless of any settlement which may be made. The Journal and Advertiser aays a largo share In the Central and Southern Pacific railways has been bought by Speyer & Co. , bankers of this city. It was said In this city last night by a gen tleman conversant with the affairs of the two companies that Speyer & Co. had ar ranged recently to purchase a large block of these securities , but ho could not tell whether the Intorcot acquired was Mr. Crocker's or the Stanford holding. The Journal's Informant , however , said that ho could deny a report that the deal was part of the Vandcrbllt scheme for control of a transcontinental railway system. "There Is no Vandcrbllt money In this , " he con tinued. "Mr. Speyer has been very friendly to C. J > . Huntlngton. The firm put through the reorganization of the Central Pacific. Mr. Bpoyor Is not buying , as I understand It , ( or Mr. Ilunttngton , but Is taking over , as opportunity offers , tbo holdings of others who are not In sympathy with Mr. Hunt- ington's Interests and will hold them on his own account. The police have taken Into custody two youths supposed to have been connected with the killing of J. M. Martin's horse Monday night by hard driving A third or- rest wlir bo made providing the officers can find the person they are looking for. Ar thur D. Ametutz , living at 4418 North Twen ty-eighth street , was formerly employed In Martju's grocery. Ho admitted having taken the horse from the stable without permis sion Monday evening. Ho denied that ho Is responsible for the animal's death , nnd Im plicates two other young men In the trans action. Ono of the others , Ord HenMey , who lives near Fort Omaha , dented having seen the horse that night. The third youth Is George Roach , a soldier In the Thirty-ninth Infantry , stationed at Fort Crook. Amstutz Bald he took the horse from the Btablo and then called for a girl friend to take her driving. The couple went In the direction of the fort and at n neighboring saloon stopped for a drink. The rig , left hitched to a telegraph pole , was stolen while they were In the saloon. Roach and Heusley had been In the saloon during the evening nnd had been heard to remark they Intended to find a horse somewhere and take a drive. Armstutz and the young woman walked homo after a vain hunt for their convey ance. The youth did not say anything about the loss , as ho supposed the horse would bo found at the stable next morning. Ho was arrested by Detective Jorgensen before night and a Battlement with the owner , Martin , wae effected by Amstutz paying for the horse. Ho now Intends to make Roach and Hensloy settle with him. Roach enlisted last Wednesday with the Thirty-ninth volunteers being recruited at Fort Crook. His superior officers were notl- fled /that / he Is wanted. The employes of McKlnzlo's saloon , where Amstutz and his friend wore drinking , say Roach and Hensley ( Trova the horse till a blood vessel was rup tured , causing his death.
