Superintendent Penrsa reported the fact
that three of the teachora elected by thn
boird dm Ing the summer did not fuinil thu
requirements ns to certificates. Mies Ilosslo
Skinner and Miss Belle Beadle wore without
certificates and ho had not assigned them
places. Miss Margaret Barr'e case was a
rather difficult one. She formerly held a
certificate , but under rule * made In 1818 hy
the board her certificate had become worth
less. The superintendent believed Hint action
under a suspension of the rules would bo
necessary before Miss Ilarr could he aeolgnocl
to work , but he did not know whether thl
could bo taken legally. Whether It was goo.l
policy for the board to set n precedent In
cases of this kind by suspending the rules hn
asked the board to decide.
After some dissuasion the matter was re
ferred to the Judiciary committee , the su
perintendent and the attorney. The tertcbers *
committee tried to get In in place of the
Judiciary committee , but the latter was able
to land the fish.
