of the banks as a whole , surplus reserves

river , that Hews throuRh the westerly part
of this ( Douglai ) county , Is , as Its name
indicates , a veiy crooked stream It
traverses a wide and fertile valley , Inter
spersed with groves , meadows , orchards ,
gardens , homes nnd fields ot the thilfty
husbandman.
The cuncnt of this river Is very rapid
nnd consequently It washes and abrades
the Innks with whirlpools und eddies about
the more abrupt turns nnd prominent pro
jections , fretting and dissolving them until
at times It breaks through the narrow neck
of land Into the same stream below , foim-
1ns what Is called a "cut-oft" nnd thus
straightening and shortening the channel
When hiic.h an evulsion or cut-off occurs
thotu is left the abandoned channel pnrtlj
filled with water This soon becomes closed
at the outlets with drifts of baud and
debris and soil deposited by the How Ing
stream and the "cut-off" becomes a shallow
lake or slough.
When these lakes are first formed the
water In them Is quite clear and pure , but ,
having no current nor motion , they soon become -
como stagnant nnd unfit for general use.
Weeds and moss grow far out In the shallow
water and u gtecn fungus forms all over
the surface and they become the blrthplaco
and habitation of tadpoles , lizzards , nolay
frogs and all manner of repulsive reptiles ,
The green fungi generates miasma and
malarial distempers throughout the neigh
borhood In their locality There uro many
such lakes or sloughs along the borders of
this stieani , differing In ago and In the
rendition of their corruption and decay
Their outlines plainly mark the exact trend
or shape of the stream at the tlmo of the
avulsion. They have not moved from the
boundary In which they wore Intrenched
How vailly like this stream Is the great
stream of humanity. Tortuous nnd rapid , It
frets Into oddles and whirlpools about the
projecting impediments to Us free flow ,
washing away and abrading the restraining
banks nt every anglo and abrupt turn until ,
with an avulsion , it breaks through and
