weeks now. but Is not ns yet fully devel
oped , and Is In fnct the sort of tiling that
Is never fully developed until It comes to
nu end. It Is somewhat similar In operation
to the endless chain letter system ; but
differs from the endless chain In that the.
motive In carrying It on Is made n selfish
one , thereby practically Insuring the chain
against breakage. Thu ctialn IB really , liow-
ovcr , a number of small chains , the breakage -
ago of any one of which Is immaterial to the
success of the plan.
Roughly outlined , the plan consists of the
snlo of "Investment tickets. " These tlckcto
are simply signed slips of paper with an
agreement on them , and the holder of ono
of these tickets , the price of which Is 15
cents , Is entitled to purchase for 75 cento
a 'book ' containing five tickets , which ho
sells io his friends , If he Is. lucky enough to
have flvo who nro desirous of getting n pair
of $3.50 boots for 1C cents. Ills friends In
turn bring the tickets Into the ofllco and
get books to sell to their friends , and when
the flvo tickets that the original purchaser
has sold have all been returned to the office
ho IB entitled to n pair of $3.DO slices which
will bo delivered to him at ono of two stores
in the city.
It will readily .bo . seen that the amount
received by the company selling the tickets
Is not really the IB cents thnt they cost the
purchaser of the tickets , . but 'tho 75 cents
that ho pays for his T > ook , the difference
being rnado up by the men that do not sell
all the tickets In their .books. This Is the
prime Incentive In the scheme , and It Is what
Is making It go. The multiplying power is ,
of course , enormous , anil It is this that
makes It almost absolutely certain that It
will bo a failure , or rather , that its success
will bo only temporary. It has now been
In oppcratlon for nbout two week's , and In
that time 8,000 books have been sold. On
the supposition that It takes a week to neil
each of these books , the sales will be 40,000
by October 31. By November 7 they
will be 200,000 , and by November 141,000,000 ,
or ono for each Inhabitant of the metro
politan district. In other words , It would
bo necessary Tor this company to sell a ipalr
of shoes to every man , woman1 and child
In the metropolitan district once In every
five 'weeks ' , even If they began all over
again each time , and If they < lld not , In
eight weeks their sales would bo far In ex
cess of the population of the United
States. It is not likely that they will do
this , although Boston Is a pretty good shoo
town , and meantime , an the people round
Boston begin to get accommodated with 13.60
shoes , the agents will find It hard work to
sell their tickets. As soon as this hap
pens , the scheme will drop , because of the
very reason for Its success , the difference of
CO cents "btween " the prlco of the. tickets and
the prlco of the book. In ether words , people
ple will not buy tickets because they will
bo afraid thnt they cannot sell their tick
ets In turn , and they will become a drug
on the market.
In Its workings the scheme Is much like
a western land 'boom ; In the first place
everyone Is anxious to get In and sell on
n rising market. They know that the land
Is not worth what they pay for It , liut they
believe that they can soil out ngaln be-

not get out fast enough.
There Is 'food for speculation in the fact
that these ? 3GO shoes nro sold for 7f > cents.
By 'buying ' In largo quantities It would be
'barely possible to get fairly good shoes at
that price , but It Is hardly probahla thai
the company Is In business for the benefit
of humanity In general , and the only two
suppositions that appear to he open ar
cither that the shoes are really not $3.00
shoes at all , or that the company Is banking
on the unsold and unredeemed tickets that
will bo floating about the community at the
end of the gamo. Suppose , for Instance , that
the sale dl tickets stops with the 8,000 books
now out. This would hrlng In to the com
pany a clear $6,000 for two weeks' business
at the expense of the rent of n small olllce ,
i two female clerks mid a little printing , and
' the more books there are cold the larger
tholr profits will bo while they remain In
business.

United States troops there and It was only
their presence that prevented an armed ami
bloody revolution. The old rebel clement ,

freedmen and the white republicans which
muko one of the foulest and bloodiest chap
ters In all history. Sheridan had much of-
funded the whlto people there by his vigor
ous enforcement of the laws and especially
by a letter In which ho had spoken of them
as banditti. I stopped during my stay at
the St , Charles hotel , whore Sheridan a\ta \
was a guest. When ho came Into the crowded
breakfast room every morning there were
loud hisses and groans from nearly the wbolo
assembled company. The morning papers
teemed with abusive articles. The guests
would take those papers , underscore norne
specially savage attack and tell the waiter
to take it to General Sheridan on ho sat at
table at his breakfast. The general would
