WASHINGTON , March 24 There Is Borne
suggestion that Mr Blame's plan of a
partition of Samoa maj ngaln be brought
forward , although it has not assumed official
form thus far. It Is based on the Idea that
as the Samoan group consists of three large
Islands , each cf the three iuteresttd nations
would take one of the Islands. The Ger
mans insist that the } have a predominating
influence on the large island or Upolu , where
the capital , Apia , Is situated , and that la
any partition Up0viwould ] fall to Germany.
On this basis the eastern Island of Tululla ,
with its harbor of Page Page , would fall
to the United States and the large western
island of Savallto to Great Britain. At
present the United States is preparing to
take possession of its naval hnroor at Page
Page , and a collier is now loading at Nor
folk with supplies for that point. But , while
it is one of the best uaval Imiburs on the
Pacific , there is much doubt whether this
government would be contented with a naval
harbor alone , while Germany absorbed the
rich commercial parts of the Island group.
Nor Is It 'believed Great Britain would ac
cept a partition which assigned to It the
western island , which Is barren and moun
tainous While , therefore , the partition of
Samoa li > 'being put forward in a tentative
vay , it appears to involve too many
animosities to prove a practical solution

solution , as it would give back that com
mercial preponderance the Germans have
