Not since the administration of Martin |
Van Buren , when a United States expedition
explored the Southern Pacific ocean and
subsequent days of earnest missionary work
among the Islanders , has there been so much
Interest among the departments ot the government
v.lc
ernment ut Washington concerning the
Islands of the Pacific as now. It Is notice
able everywhere , even In the quiet scientific
atmosphere which pervades the olllcca of
the geological survey , .writes a correspondent , ,
of the Now York Sun. Thl bureau has sent
ono of Its experts to make a preliminary sur
vey of the Philippines and two more are
about to start for Porto Hlco with Instruc
tions to make plans for a thorough geological
examination of that Inland with an espe
cial view of finding Its stores of mineral
wealth , for It Is well known that there is
gold In tbo island.
But It Is in the little islands of the Pa
cific that special Interest Ii being hownjust
now. 1 For xn ny years two IM

Riilnxy cf Islands In the middle of the IM-

looked at the date of the atlas and fut I * . ' It
\\ns 1SS1. It was the Keith Johnson royal
ntlas , sancltlonrd by the foreign olllc-c .n > l
Kcncrnlly conslilered nmonc the most trust
worthy In the world. On the map devo'.ed to
Southern 1'nclflc n green line encircled a b.i ;
slice of the ocean containing a lot of choice
Islands and the word "American" was
printed across them In the panic- way that
the KIJ1 Islands were labeled llrltlnh ami
the. Marquesas were trrdkcil ti the I'rench.
In a foot note U was explained * nat
"American" meant tlio t'nlteil Stairs.
Within the circle were the well known
Phoenix an.1 t'nlon groups and a score of
scattered Islands extending eastward as far
as the latitude of the Sandwich Islands ,
\\-M\f \ the western boundary reached almost
to the Carolines. The Phoenix ami Union
groups are quite Important in size and pop
ulation. They lie east of the Carolines nnd
north of the Samoas. arc directly In the
path of steamers from San Krnnclsco tu
Australian ports and would be near the
course of steamers from the Nicaragua
canal to the Philippines. In the present
trend cf events any old Island In the mlddlo
of the Pacific would bo of some lm | < orlnnco

them which It was found had been credited
to the I'nltcd Stntes for ninny years up to
1SS1. not only by trustworthy mapmakcrs ,
but by authentic Hrlllsh publications.
The question naturally arcse. how or when
these Islands ceased to belong to u , or
whether as a matter of fact they had ceased
to bo ours. Did we really possess all these
Islands without know Ins It. or had wo
simply forgot It ? The matter wn.i liken tu
the State department , where no one had any
Information on the subject that was ready.
A little investigation , however , re\ealed an
Interesting history.
It appeared that for more than fifty years
these Islands were generally conceded us
belonging to the United States by right of
discovery and occupation. For many years
our small merchant marine had consider
able trade with them. American Ruann
companies had \\orks on them and derived
largo profits IIll about 1S70 , when the
guano deposits apparently began to run out ,
though Eoino of these works still remain.
j
Hut whllo the government of Iho United
States never denied Its ownership of the
Islands , no record has yet been found to
show that It ever oillclally aDlrmcd Jt ,
though In many instances It h.-.s notified
other POWOM that It could not rccosulzo
the right of others to any privileges In
these waters not enjoyed by the United
States , Like some European RovenirnenU
till within a score of years , \\o left these
Islands to their own governmental devices.

Some little tlmo ago It was announced
that at Ardcnlec , In Scotland , there existed
a wonderful advertisement made of flower
beds , saya a writer In Tld-Hlts , each bed
taking the shape of n letter forty feet long ,
atld the whole comprising 120 odd foot ot
blossoms , and the name of a Gaisow ! news
paper , which name could be read from a
dkuunco of four and a. half miles. In
France , however , the Idea has been adopted
and Improved to a certain extent , for , ln
stead of decorating hillsides as In "the " nbovo
Instance , they arc about to decorate railway
embankments with lloral advertisements , In
which case the ( lower beds cannot fall to
please -tho eye , even though they extol at
the same tlmo the virtues of a. pick-me-up
or a sowing machine.
The experiment Is to bo tried first of allen
on the grassy elopes of the French Orcal
Western , particularly on those position *
where the advertisement will bo seen from
