The demand of Norway and of the Nor
wegians for political autonomy and the re
luctance or refusal of Sweden nnd the
Swedes to grant It Is a matter of growing
j Interest , says the New York Sun. The Nor
wegian constitution dates back to 1814 , and
the Norwegians say they 'withheld certain
rights which the Swedes aver were surren
dered to the common monarchy along with
the right of the king of Sweden to declare
war , make peace , contract alliances , send
aud receive ambassadors and manage the
foreign affairs of the two kingdoms. Tht-
exact political relations between Norway
and Sweden wera not very clearly defined ,
and as a result of this Indeflnlteness and
the ambiguity ot the laws concerning them
there has recently been a great deal of fric
tion. The most recent cause of controversy
arose from the alleged attempt of the king
of Sweden to reduce the strength of the
Norwegian army while maintaining a large
Swedish army ifor use la the event ot
trouble.
The area of Sweden Is 172,000 square
miles ; tiho area of Norway Is 124,000 square
miles , or considerably less. The population
of Swedea Is nearly C.000.000 ; the popula
tion of Norway Is 2,000,000. The population
per square mile of Sweden Is 28 ; of Nor-
way , 16. In a total population of G.000,000

It Is just as large In Norway , In a total
population 1 of only 2,000,000. Sweden ha
one largo city , Stockholm , with a popula-

Practically all the emigration from Nor
way and Sweden Is to the United States.
There Is some immigration into Sweden ,
into Norway none at all. The population ot
both couutrlea Is mainly rural , but more
largely so 'in Sweden than In Norway.
There are six times as many Swedes in Nor-
'vtay as there are Norwegians In Sweden.
There were 1,500 Americans In Sweden by
the last census , but no Americans to speak
of in Norway. Financially Sweden is muctt
'the stronger country of the two and the
Swedish army Is generally regarded a § more
formidable than the Norwegian army , which
numbers 30,000. The Swedish army numbers
about 40,000 on a peace footing.
The total debt of Sweden Is 290,000,000
crowns , or about $70,000,000. The total debt
of Norway is 160,000,000 crowns , or nearly
$40,000,000. The revenues ot Sweden are
from customs and excise chiefly , from an
income tax and from the sale ot stamps ;
the income of Norway is from customs
chiefly. Tbo postomce receipts are rela
tively greater in Norway than in Sweden ,
and tbo internal revenue taxes are much
larger in Sweden than in Norway. The
Swedish army costs about 25 per cent ol the
total national outlay. The Norwegian army
costs about one-seventh. Norway spends
more relatively for its navy than Sweden ,
and Jthe civil Hat of Sweden Is , of course ,
very" much larger than that of Norway.
Seventy-three per cent of the'forest lands
ot Norway are plno forests. Sweden , by the
last census , bad 30,000 miners , tn the iron
and coal mines chiefly. Sweden's chief ex
ports are to England ; tbo chief Imports to
it'Sweden are from Germany. The United
States docs very little business with Sweden ,

A quietly dressed man whoso emooth-
ehaven , bluish jaw gave him tbo aspect ot
an actor , walked into an uptown restaurant
, a few evenings ago and ordered quite a sub-
j stantlal meal , says the New Orleans Times.
He ate leisurely and at the end of the repast
lit a cigarette. The waiter presented a check
for $1.40. "I have no money , " cald thu
atranger , pushing aside the slip. "Slrl"
said the astonished garcon. The other re-
peated his statement and went on smoking.
The waiter hesitated a moment , then scur
ried across to the manager and whispered
in bis car. The latter strode over to ths
table. "What's the trouble , slrt" bo asked
politely enough. "Nothing , " replied the
diner placidly. "Tho waiter says you won't
pay. " "The waiter's wrong ; I said I had no
I money. " The manager began to lose his pa-
tjence. "Do you mean you ain't going to
pay this check ? " he asked curtly. "I can't. "
j There was a pause and the two men studied
i each other. "So you came In hero , " said the
manager finally , "and ordered a big meal ,
Sknowing you were broke and couldn't set-
j tie ? " "I did , " replied the other , still per-
I fectly cool. "Well , what made you do it ? "
exclaimed the manager In a burst of exas
peration. "Because I wanted the meal. "
There was another pause. "I'll have you ar
rested , " eald the manager , "For what ? "
"For obtaining goods under false pre
tenses. " "What pretense did I make ? " asked
the stranger calmly. "Ob , well , you can't
como In and take our food that way ! " "Yes ,

removing the ash from bis cigarette. The
manager scratched his bead. "Get out , " ha
eald , abruptly , "and don't try this again. "
The quiet man reached for hli hat and
walked away , puffing his cigarette. "I'd
rather lose the amount than have a disturb
ance , " said the manager , "but I mu t say
he's the coolest hand I ercr struck , " In the
excitement nobody noticed that the stranger
had carried off his check. Half an hour
later It came back in an envelope with 11.40
