The general convention of the Episcopal
church , which meets In Washington next
Wednesday , Is regarded ns ono of the most
important In the history of that denomina
tion. The revision of the constitution and
canons of the church , which has been uudr
consideration for several years , will come

posed will provoke controversy and will

The con\ontlon Is made up of two houses ;
the house of bishops , composed of about
sixty bishops , and the house of deputies ,
which Is composed of four clerical and four
lay delegates from each diocese.
The list of clerical delocates to the con
vention contains the names of nearly nil the
leading ministers of the Episcopal church ,
while that of the lay delegates shows many
names prominent lu the world of finance
and politics. Among those who arc ex

Edmunds of Vermont , now of Philadelphia ,
J. Plerpout Morgan of New York , Henry 13 ,

shall not apply to the Innocent party In i
divorce obtained for the cause of adulter ;
on his or her filing with the minister , a

Rev. Hall Harrison dissents from th. .
entire canon as proposed by the Joint com
mission , with the exception of paragraph
of section 2 , which requires that the mar
rlago shall be reported and the record slgnei
by at least two witnesses. Rev. C. A
L. Richards dlssenta from the proposei
canon of marriage , section 1 , which deal
with degrees of consanguinity , and sectloi
3 , which provides against the marriage o
divorced persons. Bishop Burgess o
Qulncy and Mr. W. S. Laldley also dlssen
from the recommendation of the adoption o
the section of canon 31 which forbids th
marriage of divorced people.

Canon 13 of the Digest , which relates t

sections. The first reads : "If any person

Canon 13 , section 2 , provides that divorce
people shall not bo married by a mlnlstei

Is not , however , deemed propitious for sucl

As early as the year 1009 It was enacted
by the church authorities of England that n
Christian might never marry n. divorced
woman. Down to 1837 It was necessary thai
a private act of Parliament should bo passed
In order that a dlvorco could be obtained ,
In 1S57 the state took action looking to
ward the granting of divorces by the courts
without the Interposition of Parliament , bul
this action has not been sanctioned by the
Church of England. This has brought aboul
a peculiar state of affairs In England and
has led to considerable confusion. The
church there forbids the uiarrlage of clthei
party to a divorce , save In the case of ar
Innocent party to the divorce for the cause
of adultery. But as the state permits the
marrlago of divorced parties , the minister !
of the Church of England were put In r
hole. As ministers of the church they were
forbidden to marry these persons , but ns the
church Is allied to the state nnd to n cortalr.

churchmen that the name Protestant Epis
copal , as given above , does not really indl
cato what the church purports to be. Thli

Protestant Episcopal church. Is a sect 01
denomination , like the Methodists or Pres
byterians , while It Is really the Holy Catho
lic church , or a part of the Holy Catholli
church. In direct line , with continuity fron
the Apostles , just as the Roman Catholli
church and the Greek Catholic church. Ac
cordlngly they suggest that It shall In thi
future to known ns the American Catholli
church. They realize , however , that thli
title might bring about some confusion be
tween the Roman Catholic church In thli
country , which Is every day becoming mon
and more distinctly American. The propo
sltlon Is , therefore , put out that the Pro
testant Episcopal church bo hereafter knowi
simply aa the "Church In America. " Thli
title will undoubtedly be thought presump
tuous by other denominations , but na thi
high churchmen hold to the theory tha
the church has never changed from the tlmi
of the Apostles , and that It Is a part o
the Holy Catholic church , It Is therefon
a part of the church that Is , the enl <
church which dates back to the Apostles , am
which has preserved Intact the teachings o
