" nrrurn f With reference to the responsibility for the alleged evils In the War department General ManJerson said : "It Is my opinion that whatever evils have existed have re sulted from errors of tbo system by which our array Is managed , rather than the fault or neglect of men charged with the per formance of duty with the limitations and Inconveniences thrown about them by faulty army regulations and vicious statutes. When on the military affairs committee of the senate I persistently urged the cor rection of many of these abuses which were shown most clearly to exist as soon as the country got Into a state of war. Either the numerous staff departments of the army should be made each one complete and vigorous In Itself , or else there should be a consolidation of them Into two or three departments , constituting perhaps a depart ment of supply , a department of discipline and a department of ordnance and engineer- Ing. Wo were taught several lessons by the war of the rebellion , but we soon forget them during the 'piping times of peace' and con tlnued our faulty organization. For ten years I fought In congress for the three battalion organization and three times the senate of the United States passed the bill. U always failed to become a law and we retained the single battalion formation , which was as absurb as the Macedonians' phalanx and was the system used by but three nations In the world , Persia , China and the United States. As soon as our war with Spain begun congress was compelled to change from the single batalllon to the three battalion formation and this was only one of tbo many reforms that should have been had. My firm Impression U that when a full and fair Investigation of matters Is bad that It will be found as I have stated , that It Is the system rather than men that Is at fault. " Why He Dt-cllncil. General Manderson said he declined Pres ident McKlnley's appointment to the com mission to Investigate the alleged wrongs In the War department at the suggestion of President Perkins of the Burlington system. He said : "My only reason for declining the per formance of this duty was that I could not afford to give the weeks or months that will probably be necessary for this exploration ; being the retained attorney of the Hurling- ton system of railroads , my client Is entitled to my entlro tlmo and my best services. It Is estimated that the coming fall elec tion will cost the city In the neighborhood of $3,500 , although Omaha will secure little direct benefit from U and Is Interested In It only to a minor degree. No city offices are to be filled and so far as known there are but two bond propositions to be pre sented to the people. One Is for bonds for the erection of a High school building or buildings and another for $100,000 paving and sewer bonds. Yet under the new city charter passed by the populist legislature Omaha must bear all tbo expenses of the election within Its limits. A big expense will be Incurred In setting up and again removing the election booths. There are some seventy-seven of these booths to bo put up and it Is estimated that an average expense of $10 will have to be Incurred on each , They will be moved for JO , according to the contract that is to be entered Into , but the structures are In such bad condition that considerable money will have to be spent to put them In any sort of shape. Last year some of the booths threatened to fall to pieces and after standing without repairs for a year they are likely to be far worse. Another big item of expense will arise ! At the exposition last evening aa they went about the big show they were stopped every few feet by cttlrens and strangers who wanted to know all about the ship that made such a wonderful record for Itself in the late war. The young men are Joiepn Goldsmith of Omaha and S. II. MoCwen of Chicago. The former Is the son of Mrs. Fannie Goldsmith of 1919 Dodge street and 1s visiting bis home for the flrst time since the war. Doth men served on the battleship Oregon gen at the time of the destruction of Cer- vera's fleet and are loud In their praises of the ship which they naturally consider the queen of the navy. Goldsmith served as a machinist and was down In the engine room during all but the last of the running flght. McEwen was one of the men assigned to the care of the searchlights and on deck had an opportunity to see the Spanish war ships go down one by one. Governor Darnca and his official cabinet , with the ladles of the party and the members of the governor' * personal staff , occupied the conventional car riages and were driven north along Sixteenth street at a smart trot. Dehlnd them rode a cavalcade of Indians In full paint and featbern and all apparently enjoying the novelty of the situation. At any rate they were laughing and chattering like parrots as they swept along. And at the end came a tall , slender specimen of the reformed red man. Ho was dressed in a sombre bi cycle suit of black , with dark glasses to protect his aristocratic eyes and astride his wheel he folded his arms across his narrow chest and rode hands on * as solemn as a graven Image , and a fit Illustration of what the pale face has done for the children of nature.
