The Postotflco department has on numer
ous occasions Insisted on changing the
names of offices , even i\hen the natives had
no desire for such changes and protested
against them. If the Washington people
are so fond of choosing appropriate names
they should devote their attention exclu
sively to those towns whose Inhabitants de
sire relief Such places are surely to be
found. There Is one. for example , up In
the far eastern corner of Maine. It now re
joices In the name of Bailey's Mistake.
Bailey's Mistake was named for Sam
Bailey , a coasting trader , who used to sail
into Lubcc harbor as often as once a month ,
the "mistake" part being added at the time
of Bailey's last voyage , so that future nav
igators and geocraphers would know whose
mistake It was. There are two waterways
that lead up to Lubec from the Atlantic
ocean , one a wide and navigable ship chan
nel and the other a wide and rocky shoal
that affords excellent pasturage for Hound-
ers and other fish ot small draft. About ten
years ago Bailey was beating his sloop up
to the Lubec anchorage and took the w rong
way He knew all about the shoal water
and tbo rocks and had become so famlllat
with the course that he paid no heed , pre
suming that his sloop could find Us waj
without help. There la where the "mis
take" came In. for trusting too much to the
Intelligence of his sloop , the craft went
aground on the rocks and was chewed tc
toothpicks before morning.
As nobody ever saw anything of Bailey ot
his crew. It Is Inferred that the fishes took
what there was left of them after the waves
had done their work. From that date the
term "Bailey's Mistake" was attached tc
this reach of water and the land on both
sides of it , and now the coast survey charts
have recognized the claims , so that Bailey' :

widows of the Indian wars and forty-six
survivors and 502 widows of the Mexican
war pensioned during the jear. There are
surviving five widows and seven daughters
of the American revolution. One survivor
( dead , paynblo to his widow ) and seven
widows of the war of 1812 were pensioned
during th year Just closed.

bered 633,009 The commissioner Is con
fident that there are not 75,000 of these

Is much complaint among pensioners , says
the commissioner , of ratings for the same

This complaint has always existed and al
ways will , with our present system and es
tablished practice , he declares , and It can
not bo remedied without radical change of
system.
"Tho practice requires , " snys the report ,
"that medical examiners shall make a diag
nosis and complete and accurate pen picture
of the disability or dlsabllUles of the claim
ant. They are paid a small fee for each
examination and detailed report and such
examination is very often , no doubt , hurried
and superficial. Therefore many test ex
aminations are made As an Illustration ,
it Is stated that the bureau recently found
It necessary to rauao a test examination to
be made of n pensioner He was sent before
four medical boards , three members each ,
all present. All of these boards were In
the classified service. Kach examined the
pensioner under the same instructions. Each
board made a. careful examination and re
ported the results of their Investigations
with the usual care , describing the pen
sioner's disabilities from their standpoint
Each board found unanimously ; no minor
ity report. The results , summed up brlelly ,
were :
"One board could find no ratable disabil
ity , another found a ratable disability and
estimated it at JS per month , another board
found disability , carefully described It and
rated It at $17 per month , while the other
board made equally as careful examination
and estimated the '
claimant's disabilities as
third grade , J26 per month. Same man ,
same condition" , same Instructions , and all
within forty-eight hours. These physicians
are each and all. I am Informed , skilled In
their practice , in every way reputable prac
titioners. "

the requirements of the law. It has been
shown that many fall to require necessary
identification of pensioners , to require pre
sentation of pension certificates by the pen
sioners at the time of taking such acknowl
edgments and they have violated the law
also In the use of professional or stock
witnesses Warning has been given to the
officials and It is hoped that It will not be
necessary to make them feel the penalty
of the law
Attention Is called to an extract from the
pension laws , providing that all pensions
granted under the general laws regulating
pensions of widows In consequence of death
occurring from a case which originated In
the service since March 4. 1SCI. shall com
mence from the death of the husband Up
to the panjago of this act. June 7. Ibss.
the widows' pensions dated from the tlrau
of filing the claim , if the application waa
filed after July 1. 1SSO No soldiers' pen
sions can go back of the date of Its issue
since July 1. 1SSO. It would seem. Bays the
commissioner , that there are a largo num
ber of widows who had never been pen
sioned or filed cldlm-s for pension * Many
of them at that date ( June 7 , 1SSS ) had
remarried and before the passage of this
law had no pensionable status on accaunt
of their remarriage filing claims for pen
sions. The soldier husband for some rea
son , had not claimed pension and tbo
widow had not filed a claim , although she
may have remained a widow from one to
twenty years or moro. Under the act men
tioned tbo widow becomes the beneficiary
of the government practically for the ua
and benefit of the second husband Com
missioner Evans is of the opinion that tba
operation of this law Is contrary to tha
spirit or Intent of a Just and generous rec
ognition of the soldiers' service. The wid
ow's pension , he says , is intended to aid ,
assist and comfort the soldier's widow dur
ing her widowhood. It Is recommended that
the payments of pensions be made to the
wife or gome other suitable preson In the
case of pensioners who are likely to dis
sipate their money.
A treatise has been proffered to facilitate
the settlement of pending claims by placing
before examiners as simply an practicable
the requirements of the bureau In the differ
ent statue of ilalms. tbua enabling claim
ants and those who adjudicate these * claims
to rroceed to their * ettlement In a mora
expeditious and intelligent manner.
It la recommended that additions be made
to the law and medical libraries of the
department and that a commission bo ap
pointed on the revision of laws , rules and
regulations governing tbo Issuance of pen
sions.
A special division bag been established
to adjudicate claims growing out of the
Spanish war. Thete will b * paid under
the general laws Only about 100 claims
