I Some such steps have been in conteinpia- tion ror several days past in deference to pressing requests , not only from the newspapers - papers , but from a number of public men who felt that the people should be taken more thoroughly Into the confidence of the admInistration. It was representcd on the other hand that the negotlntlons might be scrIouly Jeopardized by the ill effect on SpaIn of a publIcatIon of the terms imposed. However , as has already stated , the full accurate newspaper publications descrIptive of the peace condItions have made It Unnecessary - necessary to maintain secrecy longer , and whelm the cabinet met It was with the Understanding - derstanding that a short statement touching the matter , though not including the text of the peace terms , should be made puhlic. It is understood to be the present Inten- tiomi of the administration to a&sumo liabli- ity for alt the Indebted claims presented by the American citIzens against Spain on no- count of Injury to personal property In Cuba. Some part of this liability may be Imposed upon the government of Cuba later on , when that shah have been established , and to Include such cases as can be directly charged up against the Insurgents where they have destroyed the property of American - ican citizens In the course of their opera- tions. ThIs assumption by the victorIous nation of liability Is not mmusimal , but on the contrary Is rather in the line of the usual practice. At the conclusion of the Mexican war the United States assumed all such claims in behalf of American citizens - zens and established a special tribunni for their payment.
