Western today minnouncod that it would

between Chicago and St. Paul. The Great
Western alleges to ho just as good a road

make time rates for the other St. Paul roads ,
which have a shorter mileage.

present volume of business out of St. Paul

and "big mitt" amen were captured yesterday -
terday mit a north end lodging house. They
are Jake Johnson , Fred Smith and harry
NoblO. The paraphernalia of their profession -
sion was found in their possessioa and con-
alstod of a pair of nickle-plated locks and
a small counterfeit detective star. The
locks , one of which is known as a "live
one , " the other as a "dead one , " are used
to victimize Innocent suckers whom they
coax to bet on their ability to open any one
of them. The star is Use(1 by one of the
men who lrnpersonate mn officer. The
bogus officer pounces uppn 'his confederates
and their sucker in the niTdst of a betting
game and arrests all for ambiing. lie
confiscates the money In sight and then
relents and allows his prisoners to go. hits
pale meet him 'when the sucker is out of
sight and divide the money.
All of the men were identified after their
arrest by Fred Buler of Manhattan , Kan. ,
whom they victimized of $35 Monday night.
Four other victims of the lock game have
called at the station to identify the pris-
ore. These men , or men who use the same
methods , have been operating in Omaha for
a month with varying degrees of success.

tentioa to a growing evil which should be
checked ? I would also ask that you discuss -
cuss the matter , editorially , if you approve
of the plan proposed , or have any other
remedy to suggest.
It is becoming a notorious fnct that it is
almost a matter of impossibility for an Afro.
American , however respectable or genteel ho
may be , to receive accommodtion in a hotel ,
restaurant. ice cream parlr , barber shop or
public resort of any kind , iii our city. At
many places ho is met with blank refusal.
In others the discrimination takes the form
of a usurious overcharge or time resort to
some base subterfuge , tantamount to a re-
fusal. Nor Is this confined to the city
proper. It has invaded the grounds of the
great Transmississippl and International Ex-
position. I know of timreo cases of such dis-
criminatlon at the expositldn on July 4. I
can cite you several cases occurring within
the last two weeks wimero Afro-Americans
have been refused accommodation iii public
places , Residents of the city avoid places
wimero they know they are not welcome , but
strangers , not knowing where such places
are , are constantly being Insulted ; and , indeed -
deed , so prevalent Is this custom becoming
that none of us now know just when or
wimero we are going to run upon these cx-
asperating conditions.
There are two ways in which this dis-
crlminatioa can be stopped : Time legal and
the moral. Not that the legal is not moral.
The legal way is to imavo every person arrested -
rested and prosecuted who violates tim stat-
ute. Anti if the other remedy is not applied
this one will be applied most. vigorously ,
The moral remedy is this : Lot our hiber-
al-minded and substantial white citizens
publish over their signatures a. statement of
their lack of sympathy with and their disapproval -
approval of time discrimination thus practiced -
ticod and the furtimer statement that they
will withdraw their patronngo from those
practising such discrimination ,
This , I believe , will be the best corrective
of this evil. Are there not among our citi-
zone those who are courageous enough and
liberal-minded enough to take up this matter -
ter earnestly and effectively ? I believe that

in of additional warrants as fast as the
taxes are paid Into the city treasury.
During the month of June some $132,000 in
general taxes were paid Into the treasury.
This is between $75,000 and $ SO,000 less than
[ or the month of Juno last year. This difference -
once would he lessened considerably , heir-
over if the amount received in the simpo of
checks were included in the grand total.
On account of the great amount of work

for these checks have not yet been sent

This fact furnishes the omcers of the department -
partment with occasion to corn-
plain that a bigger force has
not been cmphoyed during this portion
of the year. They poiii out that so long
as receipts for these citcks are not sent
the money is not nvallabhc. If the slips
of paper could be transformed Into cash at
once , additional warrants could ho taken
up. It is pointed out that time 7 per cent
interest saved on these warrants , would
more than eat up the expense of the additional -
tional help and that the city would be winner -
nor by the temporary augmentation of the

and the collector does not care to hold
money for an indefinite length of time. A
consignment of 200,000 2-cent documnontary
stamps was received on Monday and lasted

at hand it would be impossible for a busy
oflico to fill many of time orders which are
sent in by hankers mind other persons using
the stamps. Drafts for a certain amount
are enclosed with Limo statement timat stamps
of the sort commonly used are desired , no
stipulation being made as to bow many of
each denomination.
