revenue tax goes into effect In Council
Bluffs , ( lie same as it does throughout the
entire United Slates , and everybody doing
business of any kind will be nfrected more
or less In one way or another. Deputy
I Revenue Collector Knox of this city has not
as yet received a supply of ( he new adhesive -
hesive revenue stamps that will be so nch ,
in demand iii fire transaction of business
from this out , but expects they wlll nr-
rh'0 some time lodny so that they can be
put 111 circulation in time for the opening
of bushless tomorrow ,
As Is well known by now every check
drawn on n bank will hove to carry a 2-cent
stamp , but the public as a rule is not generally -
ally well informed yet on the other require-
tuerts of the new lea' . All persons sending
a telegraph message will have to alfix a
1-cent stamp to the message , as the telegraphic -
graphic companies have declined to bear
the burden of this part of the tax. On an
average there are about 4,000 telegraph
messages a month sort over the wires from
this city , so the government from this
source will derive a revenue of $40 a month
front Council Bluffs , Supplies of the 1-cent
revenue stamps will he kept at the local
I telegraphic offices.
All telephone messages charged at 15
cents or over will be faxed 1 cent per message -
sage , but this the public will not be called
upon to pay , as ( lie telephone company has
decided to stand this portion of the tax.
In thla city it will not amount to much a
month , as very few messages are sent over
the 'phone t0 lhooutside towns where the
charges exceed 10 cents. The rate on messages -
sages to Omaha and the Union Pacific transfer -
fer is now but 10 cents , so they will not
come under the tax , Manager Atkins of
the local telephone exchange estimates that
only about fifty nessages a mouth arc sent
to outside towns where the charge exceeds
10 cents. Thus It will be seen so far as
Council Bluffs is concerned the revenue
from this source will be decidedly lnsignlfi-
cant.

All packages sent by express will have
to pay 1 cent tax and this will be managed -
aged by affixing a stamp to the receipt that
the express coiiipany gives to ( lie shipper.
The express companies will stand the cost
of the stamp , The tax will necessitate ( he
express companies giving a receipt for every
package shipped over their lines , and in
the case of business houses who do large
shipping the stamps will have to be afilxed
to the receipt books. All utotiey orders Issued -
sued by the express companies , the sane
as checks , will have to bear a 2-cent stamp.
This the purchaser will have to pay for.

On bills of lading , which require a 1-cent

canqanles ) have agreed to stand the tax.
In the event , however , of a shipper requiring -
ing a duplicate bill of lading the shipper

A revision of the charter under which
this city Is now operated is being talked of
to ofiiclal circles and it is nmoro than likely
( Litt Mayor Ensor will appoint a special
comniitteo of the council to ( alto hold of
the tnntter anti consider a number of proposed -
posed nmemlments. The charter under
which the city is governed at present was
granted In 1889 and on account of Smith
Omaha holing the largest city of Its class in
line stale there has always been some d111i-
culty iu securing legislation adapted to tine
needs here. litany provisions of the charter -
ter necessary for this city would be wholly
useless for other cities of the same class
and for that reason a thorough revision leas
been suggtsted ,
1)1 speaking about this mntter yesterday ,
City Attorney Montgomery said that one
of the changes needed most is a provision
cnipowering the council to make the cost of
cleaning vaults and the removal of garbage
a lien on the property from wlich such
retuso : has been taken. Up to abort a year
ago thts was the practice here , but a protest -
test was filed against this manner of assessing -
sessing special taxes against propely and
the courts sustahned the complainant. Slice
that time there has been more or less
trouble about the removal of garbage and
( ho sanitary condition b ( the city line not
been what it was prior to this decision. In
order to compel property owners to remove
night soil or garbage now It is necessary
for the sanitary Inspector to file complaints
in police court and cause the arrest of the
offending parties. Thts lakes ( into and is
an unpleasant way of enforchug the law
against the mniotenanco of a m ulsnnce.
With the charter changed so that the sanitary -
itary inspector may order the removal of
garbage amid have tine cost asr sed against
( lie property , the city can be kept in much
better condition. The great trouble la this
matter is caused by tenants who remain
only a short time in a house and then move
away , leaving the back yard and alley full
of refuse. Naturally the owner of ( he property -
erty gets tired of paying for the removal of
such stuff , and as than tenant is gone there
is no way in which the city scavenger can
ho paid for his work unless the city allows
the bill out of the general fund. This latter -
ter plan was tried once after the scheme
to levy a special tax against the property
was knocked out and the case was talnen to
the courts by one member of the council ,
who objected ( o having the taxpayers at
largo pay a bill for the removal of garbage
from prlva to property.
Another amendment which is badly
needed is one to allow the council to levy
mom o than 3 mills for fire purposes. A levy
of 3 mills is not sufficient to pay ( ho expenses -
penses of the present fire department , let
alone paying for repairs to apparatus , hose ,
etc. It Is thought that at least a 0-mill
levy ought to he made In order to provide
for the Increase in the department which
is needed. 'The ' fire department as now organized -
ganized consists of a chief , assistant chief ,
four men , two hose carts and 1,000 feet of
hose , Another lioao cart Is needed for
Brown park and men nnd horses lp man
the hook and ladder truck have been asked
for by the chief , Some of thin equipment
now in service is wearing out and the
horses twill have to he replaced before long ,
besides this , the chief says ( lint lie needs
three additional men. To properly support
the depnrtnaeat it will take sot less than
a 0-natty levy ,
Another section of the charter which needs
remnodeling le the allowance for police pro-
tection. 'rime charter provides that a 5 mill
levy only shall be made for thin muainitenaflCe
