and we disposed of him , " Chief Wilkie begun -

the solemn beginning of a letter received in
the Navy department the other day , lnaa-
much as the writer went on to outline a
totally impossible scheme for exterminating
the Spanish foe thin language seems a trifle
sacrilegious. Nevertheless time letter was
carefully laid away In the department files
in company with thousands of others ,
For every man who 1s willing to carry a
musket in Uncle Sam's service there Is another -
other who prefers to save time country by
planning scone novel war scheme watranted
to bring contusion on the hosts of Spain.
Most of these plans are of the sort that
would bring joy to the heart of the writer
who describes invasions from Mars or deals
in other Interplanetary fiction. The Navy
department has been the greatest sufferer
from this pest. When the zealous but misguided
guided patriot out on the plains , who has
never seen the ocean , sits down after a
hard day's work and plans bow to add luster

CHIEF JOHN WILKIE IN IllS OFFICE AT TILE SECRET SIItVICE BUREAU.
Wilbur P. Story was alive were largely Inv

Tribune. Ile left Journalism to become
manager of Low's Exchange in London and
went from there to the secret service.
Not long ago Secretary Gage asked Wilkie
to do a bit of special work for him , The
work required much shrewtlncss and nerve.
Wilkie performed the task so quickly and
sattsfactorlly that Gage almost took \tilkie's ;
breath away from hhn by offering lilnt the
high position lie now holds.Vilklo had no
thought of time place and was skeptical of
his ability to all 1t. But Gage was confident -
dent , and that the selection was good has
been abundantly demonstrated by the short
time it has taken the young Chicagoan to
practically break up the Spanish spy system
here by capturing its chief operatives nod
exposing so co mplotely the identity of its
chief that the latter , according to time
present outlook , will have to leave hla snug
harbor In Canada and quit this hemisphere.
During limes of peace the secret service
is engaged In looking after criminals wool
take to counterfeiting for a living. That
pursuit in itself is spicy enough in variety.

credit to carry on bls operations. lie was
times enabled to secure a large and co -

an inmpregnlble war ship , Whatever his
schema Is , It grandly surmounts all the
dttficultles that have bothered the natal experts -
perts for years. It is not surprlshmg that
these experts should be skeptical about the
value of suclm suggestions , but the hopeful
inventor is no doubt pained by time jealousy
which prevents them from recognizing merit
outside their own rattles.
About nine-tenths of the letters contain-
lag war schemes which come to the depart-
menta are of the "crank" order. They relate -
late to almost every conceivable subject
and Indicate nil degrees of mental aberration -
tion , There are iii time navy files at least
150 separate and independent plans for sub'
marine boats , nil unworkable. They are to
be propelled by every kind of power that
has ever been utilized and some ! rinds that
are entirely net. They are to roil on the
bottom of the sea , dart beneath the wares
or nmerely simile below the surface and blow
imp any hosllle ship that happens to pass
above them , One very Insistent genius ,
wino made a trip to Wasldngton mid haunted
the departments for several days , wanted
the governmdnt to build a boat of the latter
class for which he agreed to provide the
Plans. If his suggestion was adopted he
proposed to take his craft to the entrance
of Santiago harbor , sink it in the channel
anti blow up the ships of time Spanish fleet
one by one as they attempted to emerge.
The government was obliged regretfully to
decline this undertaking and the genius
finally departed for his home in Wisconsin ,

"I lute an Intention of a motive power
whereby I obtain rower from controlling
centrifugal force and directing it in such
manner that it returns its power within
the circle. I can show this to anybody by
a model which I have. I also can nceoni-
pllsh a prnblem which has never been done
before , Tlmt Is , I cart , by dividers and rule ,
