The entire session was a curious parila-
mentary medley , a jumble of motions ,
amendments , substitutes , questions of prlv-
lIege , interruptions and points of order , and
a deluge of oratory from begInning to end.
Chairman Butler felt his power with a good
working majority behInd him and ho exercised -
cised it frequently in a way that made the
mlddlc.of.the.roaders fret and fume , to the
great delIght of the fusioriists. Yet
lie made a magnificent posing of
being falr. Ho was at times
positively bigh.handcd , notably when the
action was taken on the emasculation of the
conference report and finally on the motion
for a sIne die adjournment. This was b -
cause to be somewhat dictatorial aided to
carry through these very things needed to
shut off the fight upon himself and deprive
the anti-fusionists of further chance of
formal attack in committee upon hIm. The
adjournment nlo settled the question of the
contests over which much of yesterday hail
been spent and kept a number of the mid.

have no part whatsoever in the cunvoutiojis
and councils o the party , and that a record
of populist oitlculioldsra was to bo attached
to every call for a contention ; that the
basis of representation in all populist ccii-
volition , hereafter should be in strict vro
potion to the number of straight populist
votes cast in tim election preceding , and
that in the event of any question arising as
to the regularIty of any POPUlISt convention
thu olhtcers of tbe national committee were
to recognize the contesting side showing the
most consistent populist PUtPOSO us the true
populist ticket ,
And finally that a national nominating
convention should be held not later than
February 22 , 1900.
Tim conference sub-committee changed
the date of the proposed reorganizing con-
vontlon to March next year and with a few
other cbanes of a minor character this was
selected by Genera ) Phillips and Mr. Ursa-
berry as their report. It proved to be a
minority report.

to specify clearly the basis of rcpresenta-
tion and apportionment , said basis to be on
the highest novulist vote cast at the state
elections.
Everything of the majority report seemed
satisfactory to the ilutlerites but time fifth
section , providing for a preliminary convention -
vention next Mnrcb , This was fought by
Senator Allen with all his powers of do-
quencu and logic. lie thought lie saw In it
an insiduous design to continue the fight
upon ChaImnan Butler.
"The whole irnrpose of this fifth section
is directed toward Mr. Butler , " he said , amid
lie appeared to feel it his particular burden
to make a loyal defense of his colleague ,
the senator from North Carolina. "If this
warfare is to continue , ' said he , somewhat
threateningly , and with his voice pitched in
a high tenor , " 1 , for one , ani willing to see

sibly. Senator Butler said it was the cvi-
dent purpose of the section to Provide a way
for time continuance of the fight upon him ,
Congressman Barlav charged that it had
been the purpose of the mlddle.of.the-
readers to oust all the otflcers , including the
executive committee at the present meeting
of the national committee , amid the section
was right in that line ,
General I'hillips saw that time majority
report had the most attention from both
sides almost to the exclusion of the minority -
ity report , so he witlidrow the later "in the
interests of harmony , "
Mr. Ferriss told why ho bad put the eec-
lion in the list constituting the majority
report , and bad gone over ( lien to the Butler
side. It was because he believed a prelimni-
nary convention tint year would be the very
best thing to save the party from disrup-
tiona in the campaign year following , Jo
Parker of Kentucky contended for the ru-
taming of the section objected to by Senator -
tor Allen , and Milton I'ark begged the corn-
inittos "not to emasculate the report by

accepted , providing for a reorganization con-
vcntiomi this year , but the inevitable tablIng
motion was made by Robert Schillling , and
it was carried by a viva vouc vote loud in
the aflirmative , whereupon a ( livision was
called and a call of the roil demanded. The
substitute was then tabled satisfactorily to
both sides , and it was supposed that time
effect s mild be to table the whole matter , bitt
the chair perimmitted the debate on the majority -
ity report to be continued. It dragged on
until once the lights went out , leaving the
conunltteemflcn completely in the dark. The
darkness was only for a tow minutes , though ,
and nuotlmer stretch was giycn to the speech-
